A United Nations General Assembly Resolution is voted on by all member states of the United Nations in the General Assembly and requires a simple majority (50% of all votes plus one) to pass (with the exception of 'important questions which require two-thirds majority').

The Assembly also called upon all States to redouble their efforts to prevent proliferation of weapons of mass destruction, including nuclear weapons, confirming and strengthening their policies not to export equipment, materials or technology that could contribute to those weapons, under a resolution on nuclear disarmament and the ultimate elimination of nuclear weapons.
The Assembly would affirm that scientific and technological progress should be used to promote the sustainable economic development of all States and to safeguard international security, and that international cooperation in the use of science and technology through the transfer and exchange of technological know-how for peaceful purposes should be promoted.
The Assembly would reaffirm that it was useful for the three regional centres to carry out dissemination and educational programmes aimed at changing basic attitudes with respect to peace and security and disarmament, and appeal to Member States, as well as to international and non-governmental organizations and foundations, to voluntarily contribute to the regional centres.

In general, the long descriptions in this period are perhaps somewhat less extensive than in previous years, but the text of the resolutions is easily accessible through the hyperlinks.
I should observe that in the years 1988-1992 there were no resolutions that failed (there were 2 in 1987) and cursory checking of recent years confirms that resolutions rarely fail in the plenary session.

 The Meaning of Resolution 242
On November 22, 1967, the UN Security Council unanimously adopted Resolution 242, establishing the principles that were to guide the negotiations for an Arab-Israeli peace settlement.
This is also the implication of Resolution 338, according to Arthur Goldberg, the American ambassador who led the delegation to the UN in 1967.
Goldberg explained: "The notable omissions-which were not accidental-in regard to withdrawal are the words 'the' or 'all' and 'the June 5, 1967 lines'....the resolution speaks of withdrawal from occupied territories without defining the extent of withdrawal."

Negotiations on the text to be adopted at the 19th Special Session of the UN General Assembly began earlier this year during the Commission for Sustainable Development's (CSD) Ad Hoc Open-ended Intersessional Working Group and continued at the fifth session of the CSD (CSD-5).
