Nouhak Phoumsavanh, currently advisor to the Lao People's Revolutionary Party Central Committee, said in the Viengxay film, "Viengxay district was a stronghold of the Lao leaders during the protracted struggle for national liberation." Nouhak was a Lao Patriotic Front leader who lived there and fought for national liberation war.
He said, "Many of us, and especially those who had never been to the town, appreciated the geography of Viengxay that guaranteed the safety of the town's inhabitants." It became an heroic place, serving the revolutionary combatants, who fought shoulder to shoulder against the night-and-day air and land attacks.
The design of the other caves was very similar, and they housed leaders such as Nouhak Phoumsavanh, Souphanouvong, Phoumy Vongvichith, and Khamtay Siphandone.

Nouhak Phoumsavanh or Phoumsavan (born April 9, 1914) was a longtime Pathet Lao revolutionary and communist party official who succeeded Kaysone Phomvihane as president of Laos on the latter's death in November 1992.
Though the presidency had become an executive position, prime minister Khamtai Siphandon had taken the country's most powerful position, leadership of the Lao People's Revolutionary Party, and when he decided to move from prime minister to president in 1998, Nouhak Phoumsavanh, by then one of the oldest heads of state in the world, retired.

The treaty was not approved by then President Prince Souphanouvong (the so-called Red Prince), who was furious that the treaty had been signed.
(* Then Prime Minister, later President - Kaysone Phomvihane and Nouhak Phoumsavanh were the only truly communist leaders of the Pathet Lao forces, and were both Vietnamese).
Any analysis of the political situation in Laos is grossly misleading without an acknowledgement of the fundamental fact that Laos is secretly controlled by Vietnam.
