The Progressive Conservative Association of Nova Scotia, more commonly known as the Nova Scotia PC Party, is a moderate right-of-centre political party in Nova Scotia, Canada.
Tupper united members of the pre-Confederation Conservative Party (who were predominantly United Empire Loyalists and members of the business elite) and supporters of Sir John A. Macdonald's national Conservative coalition.
Canadian confederation was initially unpopular in Nova Scotia, and the party was out of government for most of the late 19th century.

With all things considered and the NDP seeing their chance to perhaps finally make a breakthrough in the provincial government of Nova Scotia it is certain that Hamm made the smart move by stepping aside.
It gives the Progressive Conservatives a chance to rebuild there base, call an election on their terms and hopefully come to a majority setting after that.
Though it is true that the Progressive Conservatives need to challenge the NDP and hopefully win some of their inner city ridings, it makes it hard for the Leader to run in his own riding as well as do the province wide campaigning that is needed to secure a sound win.
