MINOR PARTIES NAMED TO N.M. On October 1, New York Governor George Pataki signed S5698, the bill to ease presidential primary ballot access for the Republican Party and for any other party that wants to use the Republican Party’s plan.
The requirement was then lowered to one-half of 1% of the number of registered Republicans in each district, plus a separate statewide petition of 5,000 signatures.
This is the case covered on page one of the Oct. 1, 2003 B.A.N. The issue is whether Pennsylvania can discriminate against qualified parties that nominate by convention, compared to qualified parties that nominate by primary.

The United States is 1 of 45 countries that refuses to sign the 1997 Ottawa Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines (APM's) and on their Destruction.
Article 1 of the 1997 Mine Ban Treaty demands that "each State Party undertakes never under any circumstances to use anti-personnel mines." Article 4 of the Mine Ban Treaty requires that all States Parties destroy their stockpiles of APM's.
The Bush Administration was scheduled to release new directives on APM's in the latter part of 2003 that would halt any effort to develop alternatives to APM's.
