 No-Fly Zone Warning Leaflets to Iraq
Coalition aircraft flew PSYOP missions for the second straight day when 360,000 leaflets were dropped over Al Kut about 0230 on 31 January.
This was the 12th leaflet drop by Coalition aircraft in 2003 and the 23rd since the Coalition began leaflet drops in October 2002.
Coalition aircraft increased the psychological pressure on 12 February with a massive drop of 480,000 leaflets over central and southern Iraq.

The Coalition appears to be hedging on a promise by Prime Minister Howard to restore the funding base to Olympic sports cut in the last budget, the Shadow Minister for Sport, Senator Kate Lundy, said today.
The Coalition’s review, which is being overseen by a steering committee headed by Mr Max Moore-Wilton, will then have just 20 days from the close of submissions to produce its finding.
"As the Coalition is yet to detail its funding plans, I call on the Government to remove the uncertainty for athletes, coaches, sports scientists and administrators by specifying the increase in funding the Prime Minister alluded to at the conclusion of the Olympics and the Paralympics," Senator Lundy said.

NEW YORK, 19 November (Office of the Iraq Programme) -- The United Nations will terminate its administration of the multi-billion dollar Oil-for-Food Programme (OFFP) in Iraq, at midnight on Friday, 21 November.
Operational responsibility for the seven-year-old programme, including all humanitarian projects funded by oil revenues, assets ranging from schools to power stations and all the OFFP contracts with suppliers, will be transferred to the Coalition Provisional Authority (CPA).
After 21 November, United Nations agencies will continue their mandated activities in humanitarian assistance to Iraq with revenues received from donor countries from humanitarian appeals in March and June 2003.  Iraqi authorities may request further technical assistance from them.
