CNS - A Preemptive Attack on Iran's Nuclear Facilities: Possible Consequences - August 12, 2004 - Research Story
Natanz is a nuclear facility, the previously secret existence of which was disclosed by the National Council of Resistance of Iran (NCRI) an Iranian opposition group in August 15, 2002.
In the event of an unprovoked preemptive attack on its nuclear facilities, Iran could justifiably argue that it requires nuclear weapons to guard against aggression and protect its sovereignty, effectively announcing its intention to withdraw from the NPT and altering the current international dynamic.
An attack on Iran's nuclear facilities that are viewed by most Iranians as a symbol of national pride and technological progress would provide the Iranian mullahs the necessary justification to intensify their crackdown on dissidents and moderates, whom the hawks are likely to brand as agents of foreign powers.

  Nuclear Attack Simulator
Nuclear planners began to consider whether it would be possible to limit a nuclear war to a counterforce exchange; a war in which only the weapons of each side would be deliberately targeted, and the urban areas would not be struck.
While acknowledging that the term "humane" is a relative one when contemplating nuclear war, a counterforce war was touted as not only a less costly way to wage war (since only a small number of civilians would be killed), but also a more moral way to fight.
If this type of nuclear war is realistic, then it must be possible to destroy a large number of strategic nuclear targets while inflicting only a small amount of damage to the civilian population.

In April, Pyongyang declared that it already possessed nuclear weapons and was in the midst of manufacturing more, having reprocessed the fuel from 8,000 control rods at one of its "civilian" reactors.
Not only does the North appear to have deliverable nuclear weapons, it also has one of the world's largest armies, comprising 1.2 million soldiers, some 70% of whom are positioned in and around the 12,000 underground bunkers near the demilitarized zone that separates the two Koreas.

Nuclear warfare - Wikipedia, the free encyclopedia
In the history of nuclear weapons, only twice were nuclear arms used in war (the atomic bombings of Hiroshima and Nagasaki), and only by one side in the confrontation.
It is in this latter mode that nuclear warfare is usually alluded to as a doomsday scenario.
Nuclear terrorism by non-state organizations may be more likely, as states possessing nuclear weapons are susceptible to retaliation in kind.

Part of the Cold War arms race on both sides involved an ongoing effort to reduce the size of their nuclear bombs, first so they could fit onto missiles, later so they could be delivered into enemy territory on the bodies of individual commandos.
A terrorist could ship a nuclear bomb in a bag of golf clubs via FedEx, walk it over the border with a Mexican guide or smuggle it inside one of the millions of containers carried annually into this country on inter-modal transport, only three percent of which are searched at point of entry.
Allison quotes one expert who admits the only way to find a nuclear bomb hidden amid other cargo or in an urban environment is "with a screwdriver." Unless each cargo container is opened and searched by hand, any talk about port security is largely aimed at reassuring the public.
