  Science Fair Projects - Nuggan
She may or may not be the same person as the Sea Queen, who appears in Small Gods.
Nuggan is the locally worshipped monotheistic and omnipotent god of Borogravia, but elsewhere he is in charge of paperclips and unnecessary paperwork.
By the time of Monstrous Regiment, his commandments were becoming rather nonsensical- among his ever-growing list of Abominations were cats, the colour blue, Dwarfs, oysters, babies, cheese, the smell of beets, and ears.

Science Fair Projects - Monstrous Regiment (novel)
Published in 2003 as a part of his Discworld series, his novel Monstrous Regiment takes its name form the misogynist 16th century tract by John Knox, the full title of which is The First Blast of the Trumpet Against the Monstrous Regiment of Women.
The story is primarily based in Borogravia, a highly conservative country whose people live according to the increasingly psychotic decrees of its favored deity, Nuggan, who is believed dead.
The uncertain whereabouts of Nuggan leads the inhabitants of Borogravia to deify their Duchess, to whom they pray instead.

The country's greatest problem is their principal divinity, Nuggan, whose Living Testament is contained in a ring binder to keep up with the ever-expanding list of Abominations, which include chocolate, cats, the color blue, and...ears.
Borogravians are at war entirely due to their devotion to Nuggan, a being either senile or dead, leaving the country bewildered and paralyzed by his increasingly absurd demands.
But Polly soon finds even more on her plate than a theoretically outraged god: the troop is perpetually under assault by the Prince of Zlobenia's forces for having disgraced him in public, while being secretly-if ineffectually-aided by Samuel Vimes and William de Worde.

Nuggan, the state god of Borogravia, is very serious about setting prohibitions.

This makes Borogravian citizens rather angry when finally they taste garlic and/or chocolate and find how tasty it is. For some time, devout and stern worshippers of Nuggan, the Nugganites, have been policing their villages to punish people who illegally possess chocolate.

A bargain-basement Jehovah with extremely picky taste, Nuggan is the Big Guy in Borogravia, a duchy -- the word suggests how old-school the place is -- barely clinging to its existence on the cultural and political fringes of Discworld.
Nuggan and his prohibitions are causing a world of trouble, especially for Borogravians who like cats, garlic or the color blue.
Committing several Abominations against Nuggan, Polly decides to get dolled up like a man and join the army to learn the fate of her sweet but not very bright brother, Paul.

The population of the tiny country of Borogravia worship the god Nuggan, a rather capricious god who tends to declare Abominations randomly; in Borogravia, devout worshippers avoid such Abominations unto Nuggan as oysters, cats and jigsaw puzzles, and guiltily try to get round the concepts of babies and the color blue.
