Thousand-block number pooling is a conservation measure designed to extend the current life of the four existing area codes.
Number pooling will be started August 16 in the 630 area code; by August 30 in 312, and October 1 in the 773 area codes.
Without implementing number pooling, the projected exhaust dates of the four area codes are: fourth quarter 1999 for 630; second quarter 2000 for 312, third quarter 2000 for 773; and second quarter 2001 for 708.

Expanding pooling to all carriers in the 100 largest MSAs furthers the Commission's numbering resource optimization goals by allowing telephone numbers to be assigned to carriers in smaller blocks in areas where the demand for numbering resources have proven to be the greatest.

After determining that number pooling is an extension of the Central Office Code Administration duties currently provided by CIS as the North American Numbering Plan Administrator (NANPA), the NANC recommended to the FCC that CIS also be the national pooling administrator.

The increased demand for numbers is due to many factors, including competition for local phone service, as well as the popularity of faxes, pagers, cell phones, internet services, etc. California's robust economy and the growth in the state's population also contribute to the increased demand for telephone numbers.
Although a number pooling trial has not started for the 805 area, TD analyzed the 805 utilization data by percentage contamination to determine the availability of numbers that potentially can be used in a number pool.
Pools are underway in the 310, 408, 415, 510, 650, 714, 818 and 909 area codes and six additional pools are scheduled to begin in 2001.

Number pooling is proving effective for slowing number exhaustion during a trial in the Chicago area and is being tested in two New York area codes, but applying the practice to wireless carriers isn't likely to occur until late 2002, according to a report by the North American Numbering Council (NANC).
Pooling also is being tested in the 212 and 718 area codes in the New York City area.
In today's market, wireless providers generally expend their numbers with little time to spare before their NXX supplies are replenished; many CLECs, however, expend few numbers in the same period of time from their 10,000-number NXX blocks although those numbers are considered removed from the area code's total.
