The Nye Report on the Munitions Industry and World Peace, 1936
The committee finds also that there is a very considerable threat to the peace and civic progress of other nations in the success of the munitions makers and of their agents in corrupting the officials of any one nation and thereby selling to that one nation an armament out of proportion to its previous armaments.
The committee finds, further, that munitions companies engaged in bribery find themselves involved in the civil and military politics of other nations, and that this is an unwarranted form of intrusion into the affairs of other nations and undesirable representation of the character and methods of the people of the United States.
The committee finds that the usual form of arrangement is a license to a foreign ally involving rights to manufacture and sell in certain parts of the world, together with more or less definite price-fixing agreements and occasionally profit-sharing arrangements, and that in effect the world is partitioned by parties at interest.

The Committee's charter called for an investigation of the international arms trade to determine if a commercial profit motive was the primary cause of the continued sustenance of war.
As Senator Nye, an avowed isolationist, interpreted the Committee's mandate, he concluded that the way to stop war was to take away the opportunity for private gain.
Despite a resurgence of isolationism and the limited results of the Nye Committee, however, little impact was made on American involvement in the international arms trade.

The author succeeds in demonstrating that the inquiry conducted by the Nye committee "did not belong to Senator Nye" and that the committee was, with occasional lapses, more sophisticated in its assessment of the economy than any simple "merchants-of-death" theory.
He shows that the committee went far beyond the simple merchants of death charge to develop a sophisticated analysis of the role of what later came to be known as the military industrial complex.
Description: The Munitions Inquiry, often called the Nye Committee after its chairperson, Senator Gerald Nye, critically examined the pre-World War II military-industrial complex of government agencies, corporations, labor unions, and financial institutions.
