 Scale and Gauge
gauge 3, gauge 2 and gauge 1 (45mm) being the smallest.
In Australia, O gauge is mostly used by modellers who build trains from detailed kits or from 'scratch' (raw materials).
Although models for this size (45mm gauge, 1:32 scale) are still made by Marklin of Germany, it has been somewhat eclipsed by G gauge, which has the same track gauge, but a larger scale.

 about guage
Curves in O-27 gauge are tighter than in O gauge.
That means that some of the very longest O gauge cars and locomotives are too long to turn the tight corners of O-27 gauge layout.
O gauge also has a slightly taller profile for deeper wheel flanges.

Collector's Corner: Toy Trains - O Gauge What?
Gauge refers to the distance between the wheels or track rails, while scale refers to the relationship between the size of the model vs. the size of the original train or car, which the model replicates.
1:48 scale is generally associated with O gauge trains, and since one foot (on the original train car) would be equivalent to 1/4 inch on the model, it is sometimes referred to as 1/4 inch scale.
But as you can see in Figure 1, scale varies a lot with O gauge trains, from the smallest, which is almost the same size as the American Flyer S gauge car (generally considered 1:64 scale) to the largest (bottom car in photo), which appears to be perhaps 1:45 scale.

MODEL RAILWAY SCALES   (Site not responding. Last check: 2007-11-06)
During the last century model railways were produced to scales and gauges at the whim of the manufacturer.
Unfortunately, they were not aware of the European method of gauge measurement and assumed that 2 5/8" was the distance between the rails, rather than the center to center distance.
Around 1900, No.0 gauge was introduced by Maerklin to allow train sets to be accommodated in the smaller houses which were then being built, or perhaps it was because toy trains were becoming cheap enough to be avaliable to people on lower incomes.
