The parties authorize the Secretary General of the OAU to register this agreement with the Secretariat of the United Nations in accordance with article 102(1) of the Charter of the United Nations.

In the early years of the OAU, issues of human rights and the reference to freedom, equality, justice and dignity in the OAU Charter were considered only in the context of self-determination and in the ending of colonial rule.
The OAU gave content to the words "freedom, equality, justice and dignity" in the OAU Charter and defined the "aspirations of the African peoples" which includes living in a society in which their human rights are respected and protected.
The role of the OAU in refugee matters seems to be concerned mainly about humanitarian assistance for refugees and displaced persons and considering ways in which "root causes" of refugee flows could be addressed not only to avert people becoming refugees but also to ensure that refugees can return to their country of origin.

An Extraordinary Summit of the OAU held in Sirte, Libya on 9 September 1999 called for the establishment of an African Union in conformity with the ultimate objectives of the OAU Charter and the provisions of the Treaty establishing the African Economic Community.
However, the Charter shall remain operative for a transitional period of one year or such further period as may be determined by the Assembly, for the purpose of enabling the OAU/AEC to undertake the necessary measures regarding the devolution of its assets and liabilities to the African Union and all matters relating thereto.

Mandate OAU Chairman and Algerian President Abdelaziz Bouteflika and South African President Thabo Mbeki to engage African creditors with the goal of securing the total cancellation of Africa’s debt.
Salim said the OAU would establish the Pan-African Parliament by the year 2000 in order to provide a common platform for African peoples and grass roots organizations to be more involved in discussions and decision making on problems and challenges facing Africa.
The Council of Ministers should submit its report on implementation at the next meeting of the OAU scheduled for Lome, Togo, next year, he said, adding that December 2000 is the target date for ratification of the agreements.

The OAU brokered the peace agreement between Ethiopia and Eritrea; the initial idea had been to send in OAU observers, but when the scale of the deployment needed became clear, it was decided this should be done by the UN under the auspices of the OAU, as we lacked the resources to do it ourselves.

"It was within this context that I recently presented, on behalf of the OAU, a cheque of 150,000 US dollars to Sierra Leone as a contribution in support of efforts to alleviate the plight of refugees and displaced persons in that country," Salim said.

The Central Organ considered that the elections held in Madagascar on 16 December 2001 did not result in a constitutional and legally constituted Government.  It, therefore, recommended to the Assembly of Heads of State and Government, that in the meantime neither Mr.
Ravalomanana governments should be allowed to represent the Republic of Madagascar at the OAU.  Consequently, the seat of the Republic of Madagascar should remain vacant until such a time that a Government was established according to the provisions of this communiqué;
Appealed to the International Community to continue to support the efforts of the OAU and the process of national reconciliation as would be agreed upon by the two parties.  The Central Organ further appealed to the International community to continue to provide the much need humanitarian assistance to the people of Madagascar.

An Organization of African Unity (OAU) ministerial meeting decided in Pretoria on Saturday to send a mission to the Comoros in early January to help resolve a constitutional crisis in the country.
The mission, to be led by a special envoy of OAU secretary general Salim Ahmed Salim, would engage all the Comorian parties, including the government, the opposition and the Anjouanese and Mohelian sides.
They said in a communique that the crisis in the Comoros was an African issue and should be resolved by the African people with the help of the international community.

 The OAU draft law and convention: A model for protecting community rights and access
A draft model law and convention to regulate access to biological and community knowledge were approved by the Organisation of African Unity (OAU) during its Summit of Heads of State and Government in May-June 1998.
The Ministerial Council of the OAU recommended that the draft law and convention be used as the basis for national legislation in the African states as well as the basis for the negotiation for a Convention in order to create a regional instrument.
Subsequently, the Institute for Sustainable Development and the Environmental Protection Authority, together with the OAU, invited scientists and lawyers from the African countries and other experts to Addis Ababa for a workshop in March 1998 to review and improve the drafts.
