Freedom of Information Application, OFLC 2002   (Site not responding. Last check: 2007-11-03)
OFLC letter containing decision and schedule of documents to be released or claimed to be exempt.
The OFLC advised that "60 documents comprising 94 pages have been identified as falling withing the scope of the revised request" and that of the 94 pages: 17 pages would be released in full, 51 released with deletions and 26 would not be released.
Although the OFLC refuses to make information about classification fees for Internet content available to the public, some information on this matter was made known by the Minister for Communications in answers to questions on notice tabled in the Senate on 17 June 2002.

Censorship in Australia - Wikipedia, the free encyclopedia
As of 2005, censorship regime is largely the purview of the Office of Film and Literature Classification (the "OFLC"), a statutory body which operates independently of the Federal Government.
Despite not being the responsibility of the OFLC, the Code of Practice share the same OFLC classifications and basic guidelines, though it is not uncommon for ratings to differ between the two.
In a frenzy, the OFLC tried to have the game pulled from shelves, but it was discovered that the distributor had notified them of this fact and the rating could not be surrendered.

Hence, EFA sent FOI applications to both the OFLC and the ABA in April 2003 seeking a copy of the agreement concerning protocols as referred to by the OFLC Director during Senate Estimates and by the ABA during the AAT hearing.
Protocols are being negotiated between the ABA and the OFLC as to the manner in which the material is to be referred to and captured.
According to the OFLC Director during Senate Estimates on 10 February 2003, the OFLC "are expecting to have it finished well and truly before [the end of August 2003]".

PALGN speaks to the OFLC - PALGN Interview - Australia's PAL Gaming Network
OFLC: If a game looks more realistic it is probably likely that the impact of its elements will be higher than if it looks like a straight cartoon, in much the same way as a live action film has more impact than an animated film.
OFLC: The OFLC, Classification Board and Classification Review Board are aware of various studies that point to the average age of gamers.
OFLC: Because the National Classification Scheme is a cooperative arrangement between the Commonwealth and the States and Territories, major policy decisions like those concerning an R 18+ classification for computer games are made jointly by the Ministers with censorship responsibilities in these 9 jurisdictions.

Graffiti computer game banned in Australia Bi-partisan censorship campaign targets youth
After the game was passed by the OFLC in November, Beattie wrote to the Howard government’s attorney general Philip Ruddock demanding that it be banned and a new OFLC hearing was initiated.
This argument, however, fails to deal with the political nature of the OFLC decision, which is an integral part of an escalating attack by both the Labor and Liberal parties on democratic and civil rights in Australia.
Des Clark, the current OFLC director, for example, was a leading member of the Liberal Party in Victoria and mayor of Melbourne in the early 1990s.

 It Can Happen Again: Censorship
The OFLC has recently banned a documentary on the making of porn films, and there are claims that Australia's classification system is becoming something of a problem for overseas distributors, with films having to be cut to gain the same classification they have received in other countries.
For the OFLC to fulfil its mandate to reflect and respond to public concerns and community standards, it is essential that there be transparency of process.
Appeals against a decision of the OFLC may be made to the Classification Review Board by the (federal) Minister (Daryl Williams); by the applicant for classification (usually the distributor); by the publisher of the film, publication or computer game; or a person aggrieved by the decision.

The World Today Archive - OFLC comes under fire for Hannibal's MA classification
COMPERE: Well the Office of Film and Literature Classification (OFLC) is under criticism today for being overly lenient on a potentially violent film for children to see.
The film is Hannibal, the sequel to The Silence of the Lambs, and it's been given an MA classification which means that children under the age of 15 can actually go to see the movie if they're accompanied by an adult.
The OFLC's Des Clark though says he'd welcome a review, but he claims the way the board applies its guidelines is entirely consistent.

APC Magazine » Why OFLC really banned Reservoir Dogs
The OFLC has deemed the violence in Reservoir Dogs to be too extreme to allow the game to be given an MA15+ rating, and, in the absence of an R18+ rating for games, has no choice but to ban the game.
However, the OFLC is not in a position to do this with a game because of the legal situation, and has no choice but to ban it.
So don’t blame the OFLC for this decision; they are merely doing their jobs, using the set of guidelines and classifications determined by the federal Attorney General.

Office of Film and Literature Classification (Australia) - Wikipedia, the free encyclopedia
Games refused classification can be censored and resubmitted by their developers to gain an MA15+ rating, as was the case with Rockstar Games and Grand Theft Auto III.
Films rated X are currently only legally available for purchase in the Australian Capital Territory and the Northern Territory -- however, they are widely available in sex shops in other states where their sale is illegal, and law enforcement in other states has made minimal effort to stop this.
Film classification is mandatory; and so movies that are refused classification by the OFLC are banned for sale, hire and public exhibition in Australia.

DVDActive - Editorial - Articles - The Region 4 Ratings Logo Disaster
That said, the fact the OFLC deem it unnecessary to include an R rating for video games is a terrible oversight, and smells of an ignorant organization who is neglecting a large market of gamers who are over 18 and have a high disposable income.
And the real likelihood is that the conservatives and prudes who complained to the OFLC in the first place would have made up the majority of respondents to the survey, throwing their ill-directed weight behind the changes in order to protect us from the big, bad world outside.
I’m sure the OFLC heads will sit back in their leather chairs and denounce the classification logos a complete success, safe in the knowledge that there can’t be any complaints from ignorant parents because the markings take up as much cover space as the damn title.

The OFLC said the failure of a classification system for computer games introduced in 1994, which did not make an impact on consumers, had in part prompted the change.
A spokeswoman for the OFLC said only four games had been denied classification over the last three years, including "Narc" and "Man Hunt." The first and third of the "Grand Theft Auto" franchise also were deemed adult content until the developers modified them for the market, making them available in Australia with an MA15+ rating.

OFLC has developed a process and remedy available to employers who believe a case has been closed due to issues surrounding the receipt of or response to 45-day letters.
To be considered for case reopening, all requests must be received by the appropriate BEC within 30 days of the publication of this policy announcement or within 30-days of the receipt of a case closed letter, whichever is later.

Half-Life Fallout > Comments > HL2 Classified R18+ by PEGI: Possibly Banned in Australia?
The Australian Office of Film & Literature Classification (OFLC) is yet to classify HL2, but I'm sure most Aussie gamers who have been waiting over 5 years for the most-anticipated game will be keeping their eyes peeled on the OFLC website to see if HL2 receives a rating.
OFLC knows full well that MA15+ games are being sold, or bought for 10 year olds, thats is why there is no R18+ rating, because they know full well people under that age will be playing them.
If you check the OFLC website it states that their rating system is undergoing change anyway, which is meant to kick in March 2005.

The lack of notification and reporting required by the OFLC as a result of section 21(2) of the BSA is truly frightening.
The fact that the OFLC has no grounds to decline to classify if they aren't provided with an unfettered copy of the material in question is patently ridiculous.
I'm especially concerned by what will happen if someone is prosecuted for hosting content which was prohibited because the OFLC wasn't provided with context when it was forced to provide a classification, and the defendants are unable to tender a classification certificate to prove their innocence because the OFLC hasn't been required to write one.

YMA urges the OFLC to conduct or support the conduct of an extensive parent and industry education campaign to ensure that the new systems of classification are fully understood, implemented, and used.
