OHV recreation has become an important policy issue on public lands because these vehicles can have negative impacts on the environment by increasing soil erosion, decreasing water quality and impairing wildlife and visual aesthetics.
OHV recreation on public land is growing rapidly, largely due to the advent of ATVs (Havlick 2002).
As OHVs can cause negative impacts to the environment, as well as to other riders, it is essential that public land management agencies take appropriate steps to assure the protection of the environment, restore the environment where it has been damaged, and provide safe riding conditions.

OHV registration renewal occurs every two years after the original registration and a new plate with a new license number is issued upon payment of renewal fees.

 IMBA Resources: Land Management Agencies: Comments From IMBA on the BLM's OHV Strategy Draft, January 3, 2001
The International Mountain Bicycling Association (IMBA) vehemently opposes the inclusion of bicycles within the BLM OHV Strategy, and requests that bicycling be removed from the draft plan.
The draft strategy notes that OHVs are causing significant--and in some places severe--degradation of vegetation due to off-route travel that tramples plants.
The Strategy calls for the BLM to change the regulatory framework of OHVs to include all "vehicles." IMBA believes this would be unwise because the definition of a vehicle is vague and varies widely among jurisdictions.
