Scale models are useful for testing the likely performance of a design object at an early stage without the expense of building a full-sized prototype.
Scale models are also built as a hobby: aircraft; cars; vehicles; figures; matchstick models; miltary vehicles; railways; rockets; and ships.
This scale was used by Monogram for some ship models because it was one-half the size of the standard scale for wargaming models used by the US Army.

OO or "Double-Oh", together with EM gauge and P4 standards are all to 4 mm scale as the scale is the same, but the track standards are incompatible.
OO uses the same track as HO (16.5 mm gauge), which is not correct for this slightly larger scale, but it is the most common British standard for ready-to-run trains.

The American OO Gauge SIG was formed in the fall of 1985 and is dedicated to the preservation and advancement of American OO gauge, which has a scale of 4mm=1ft.
This scale, which is slightly larger than HO scale, flourished in the 1930s through the mid-1950s.
For a variety of reasons, while American manufacturers sorted this out so that gauge and scale were consistent, the British opted for the OO scale of 4mm on HO gauge track.

The best-known model railroad in OO scale was probably Cark Appel's Virginian and Ohio, which appeared a number of times in the hobby press in the 1950's and early '60's.
Scale was 4mm to the foot using 3/4 inch gauge.
That is to say, the scale of the cars, locos, people, etc. changes from one to the other, but they both retain the same rail-gauge: HO and OO running on the same track, O and 027 (or O-27) running on the same track.

It is sometimes called 20mm scale, because the average height of figures introduced by a major maker in the 1950s and early 1960s was that height.

Miniature figure (mini) scales are commonly expressed as the height of a six-foot figure.
As Andy at Heresy says, “the idea that all figures in a 28mm scale should be the same height … is clearly nonsense!” Women, children, dwarves, hobbits, etc. will be typically shorter than this; ogres, trolls, etc. taller.
UK railway modellers may also be familiar with 4mm scale; this is not a figure height, but the number of millimetres in a scale foot.

OO is British HO gauge.The scale is larger but the track gauge is the same.
In H0 or bigger scales there is even the very narrow gauge called H0i or H0f which uses the Z scale track geometry.

One OO principle that gets thrown about quite a bit is the notion of colocating code with the data it acts upon, and hiding that data from the outside.
Scaling OO across the enterprise would have meant forcing some technological diktat down everyone's throats that could have had the side effect of undermining efforts of some groups to solve an internal business problem for which a particular technology proved particularly well suited.
OO did not give me an adequate framework for such decisions, and it still doesn't.

Even though the Windmill and Farmhouse are in 1/90th scale, the kit will work just as well with HO/OO scale figures as not every single building of a certain style is built to the exact same size in real life.
Even though some of the books are not in the proper scale for HO/OO use, if one has some card stock and access to any printshop (or at work) with a colour printer you could figure out the percentage increase adjustment to make a copy at the proper scale.
