Oscar is a closed protocol, unlike TOC; AOL has never released any specifications on Oscar, which means that all of our knowledge about Oscar comes from reverse engineering.
Because TOC is not the official AIM protocol, and no official client has ever used TOC (with the exception of TiK), in addition to not keeping up with the official protocol in terms of functionality, TOC's usability has actually deteriorated since it was released.

By reading the PROTOCOL file included with TiK, which is claimed to contain all the information anyone needs to write a client, it is clear that AOL expended no special effort to make writing clients an easy process (or to make their documentation grammatical).

The TOC protocol is a high level abstraction of the OSCAR protocol.
The TOC protocol is entirely string based while the OSCAR protocol is binary based.
Since the TOC protocol is entirely string based there are NO network byte ordering problems, while the OSCAR protocol will require careful packaging of data.

Oscar is a closed protocol which implements all of the functionality available in AIM.
AOL considers Oscar proprietary technology, and makes no effort to allow non-AOL clients to use it (since they want you to use their own client).
When Oscar is supported in a third-party client, it is because some developers have reverse-engineered the binary Oscar protocol and implemented it themselves.

Oscar is the full-featured closed AOL IM protocol used by it's official clients (including the Linux version of AIM).
Since the Oscar protocol is closed and proprietary, AOL may change it at any time, even if it disconnects third-party clients like Trillian.
Yep having TOC as a backup protocol would be very good that way one would not have to revert to the aim client.

libfaim is an oscar library written in C. It can be used to connect the AIM Instant Messaging Service, or to the ICQ network (which are basically the same network, now).
