OZNA was founded on May 13, 1944 under the leadership of Aleksandar Ranković (aka Marko), who was a close associate of Josip Broz Tito, a top member of the Politburo until his downfall in 1965/66.
OZNA was created as autonomous, military organization whose unitary structure and centralized leadership were to ensure a tough political line in the intelligence and counter-intelligence services.
OZNA was in direct command of counter-intelligence protection of military command posts, institutions, and units.

Protulipac was a founder of "The Eagle and Crusading Youth" in the former monarchic Yugoslavia.

This sudden awakening of the rule of law in the case of one of numerous private investigative agencies in Serbia surprised the public in Sumadija [central Serbia], since it was assumed by many that Ozna was doing what it was doing with tacit approval of, if not in close collaboration with the competent state institutions.
Let us recall that the Ozna agency became known in the domestic public and even abroad when it announced that it was looking for and working on the exchange of the missing participants in the most recent "Kosovo battle".
Since, despite huge media attention this exchange was covered with an impenetrable veil of secrecy, the district public prosecutor in Kragujevac requested that it be checked whether Ozna has a permit for this type of activity, then whether a crime was committed and finally that the identity of exchanged Serbs be established.

OZNA says that an Albanian Driza Meriti came to them offering 20.000 German marks to help find and release his son who was imprisoned somewhere in Serbia.
Clearly, the releases secured by OZNA could not have been achieved without the knowledge of the Serbian government and military courts of the Yugoslav Army.

Owner and director of Ozna Zivadin Jovanovic says for Danas that the intermediary (between Ozna and Medit) at first expressed interest whether this private investigation agency from Kragujevac would look for missing Albanians, since it is claimed in Kosovo that it does look for abducted Serbs.
The mentioned intermediary, according to Jovanovic, was told during this contact that Ozna in this case would not work for money but that "it would be good to perform an exchange of Rusiti Medit for abducted Serbs who, according to reliable information, are held in private prisons in Drenica".
He adds that this was the first time that Ozna was looking for a missing ethnic Albanian, but that is has been contacted lately by another two families of Kosovo Albanians who are interested for the same type of service.

OZNA thus became a centralised security and intelligence organization with a single structure and uniform working methods throughout the territory that was later to become Yugoslavia.
4 OZNA was organised in four divisions: the first was in charge of operations abroad and on the occupied territory; the second operated on the liberated territory; the third had counterintelligence tasks in the NOV and POJ; and the fourth dealt with statistical and technical issues.
In March 1946, the First and the Second OZNA Divisions merged to form the State Security Service (UDB) at the Ministry of Internal Affairs; the Third OZNA Division was transformed into the Counterintelligence Service of the Yugoslav Army (KOS) as the Ministry of People's Defense.

Though the decision to "make a kill" had to be first reached at the very top of the late Yugoslav Communist regime, there was the whole spectrum of UDBA victims, particularly among former Croatian political emigres living under foreign Western jurisdictions.
Mass and individual killings were carried out through the OZNA Communist leadership during and immediately after World War II.
Following the dissolution of the pro-fascist NDH ("Independent State of Croatia") in 1945, the OZNA received the order to continue eliminating well-known Croats immediately after its first round of killings in the post-World War II era.

The assassination attempts were carried out by Yugoslav secret police (OZNA, UDBA) agents – although the decision "to make a kill" had first to be reached at the very top of the late Yugoslav Communist regime.
Among the Croatian people, this organization brings back bad memories, because it was through the OZNA that the Communist leadership carried out mass or individual killings during and immediately after Word War II.
From these figures it can be seen that for the period stretching from 1946 to 1990, the OZNA, the UDBA, and the KOS carried out over one hundred assassinations and/or assassination attempts against Croat émigrés.
