Further exploration by Henri Lambert, French Consular Agent at Aden, and Captain Fleuriot de Langle led to a treaty of friendship and assistance between France and the sultans of Raheita, Tadjoura, and Gobaad, from whom the French purchased the anchorage of Obock (1862).
The administrative capital was moved from Obock to Djibouti in 1892.

A professor of history at the College of Holy Cross in Massachusetts, who specializes in the history and politics of Somalia, stated that the conflict in Obock in November 1991 almost culminated in a "civil war" (14 Oct. 1998).
He stated that the issue of contention was the distribution of power between the Issa and the Afar because the latter are treated as second class citizens in Djibouti.
However, the government is dominated by the Issa and it refuses to accept "the validity of Afar demands" (ibid.).

The French came into the area in 1862, having acquired the right to settle there from the Afar Sultans of Obock in exchange for money and other goods.
Not to be outdone, the Sultan of Tadoura made a similar agreement with the French in 1884.
