In the first quarter of the 20th Century, public accommodations on most trains are a diner in the center, a baggage-club at the head end and the observation car at the rear.
These cars are the descendants of the Varnish open vestibule age, and perhaps the most enduring legacy of classic passenger railroading.
This particular car is called a "four-poster" due to the vertical struts on the corners of the observation platform (a design feature of a few of the early steel Gothic cars).

Observation car - Wikipedia, the free encyclopedia
An observation car (often abbreviated to simply observation) is a type of railroad passenger car.
The cars were almost universally removed from service on American railroads in the mid-1950s as a cost-cutting measure in order to eliminate the need to "turn" the trains when operating out of stub-end terminals.
The main spotting feature was at the tail end of the car: the walls of the car usually were curved together to form a large U shape, and larger windows were installed all around the end of the car.

However, personal observations gathered without the aid of instruments are often unreliable¹ and not always reproducible.

The car was given a fresh coat of BandO blue and gray paint, lettered for the Baltimore Chapter, and officially named the 'Edward G. Hooper' in honor of the chairman of the board of the NRHS at the time, and for his many years of work on the BandO Railroad.
Even though a few car attendants used the room as a bedroom, when the car was in service out of state, the management of RRP felt that elimination of the room and an enlargement of the bar area could make better use of the space.
First, the car needs to have the truck problem resolved by either rebuilding the original 3302 truck, which is still under another BandO car that also belongs to the museum (or the museum also has additional spare heavyweight BandO trucks of which one could be rebuilt to fit the 3302).

 A Fitting End
The recent release of Budd cars by Kato in the Wabash paint scheme contained a baggage car, two dome coaches and a non-dome observation car in the set.
Using a baggage car instead of a baggage coach would be OK; not having a non-dome lounge might work, too; but a Blue Bird isn't a Blue Bird without that distinctive dome observation.
Cut the smooth end of the observation car's roof off, trim the roof from the dome coach to produce the correct length, glue them together and install.

 Dome Observation -- History
Designated "CZ-10", the Observation Lounge was equipped with three double-bedrooms, and a "drawing room", the largest sleeping compartment on the train and the only one equipped with a "shower bath".
To provide for a spacious feel, the car's roof in the lounge area was higher that the rest of the train's roofline.
Unfortunately, whenever a "foreign" car was carried in the consist, it was usually placed immediately in front of the Observation, and because the system's wiring was unique to the CZ, this resulted in car being electronically isolated from the rest of the train.

observance definition - Dictionary - MSN Encarta
These two words share the meaning "close attention," though observation is much more common: our observation of the habits of the condor;the child's observance of the waving flags.
If you refer to "compliance," "ritual," "celebration of religious rites," or "a rule of a religious order," the only word to use is observance, as in observance [not observation] of the law;church observances [not observations] such as baptism and Communion;followed the observances [not observations] of the Jesuit order.
If you refer to "a remark or comment" or "a record of something seen or studied," observation is the correct choice: made a few casual observations [not observances] about the foul weather;astronomical observations [not observances] in one volume.

These cars had the Pullman name on the letterboards, and sometimes the name of the railroad or train which they operated in smaller letters somewhere on the car.
These cars are usually identified by the railroad owner and a number or name, such as Santa Fe (ATSF) #500-505, built by Pullman in 1950, a series of lounge cars with a dome, bar lounge and private dining room (Turquise Room) run on Santa Fe Super Chief train.
These were not normally called "observation" cars, which usually refers to the car on the tail end of a passenger train where there is an open platform on old time heavyweight cars, or viewing windows looking toward the rear on a round or square ended modern streamlined car.
