The territories are often collectively refered to as simply "the Occupied Territories," although this term is also sometimes loosely used to refer to the Palestinian territories of the West Bank and the Gaza Strip, over which Israel and the Palestinian Authority have sporadically negotiated.
The Sinai Peninsula is a sparsely populated territory between the Suez Canal and the Gulf of Aqaba.
Both of these territories were part of former British Mandate of Palestine, and both have populations consisting primarily of Arab Palestinians, including historic residents of the territories and refugees who lost their homes in the territory that became Israel after the 1948 Arab-Israeli War.

Arguing that these disputed territories are "occupied", or that the so-called "settlements" are illegal, is largely part of a perpetual political propaganda campaign launched by the Arab League, a la the Nazi technique that if you repeat a lie often enough, eventually people will believe it.

Palestinian Arabs often insist on using the term "occupied territories" to describe these areas, usually connected to the assertion that they fall under the 1949 Fourth Geneva Convention.
In fact, prior to 1967, Jordan had occupied the West Bank and Egypt had occupied the Gaza Strip; their presence in those territories was the result of their illegal invasion in 1948.
It is important to observe that, from the time these territories were conquered by Jordan, Syria and Egypt in 1948 to the time they were gained by Israel in 1967, the territories were not refered to as "occupied" by the international community.

The last international legal allocation of territory that includes those strategic zones of what is today the West Bank and Gaza Strip occurred with the 1922 League of Nations Mandate for Palestine which recognized Jewish national rights in the whole of the Mandated territory.
It is not surprising that at the United Nations, the U.S. has opposed the phraseology of "occupied Palestinian territories." In March 1994, U.S. Ambassador to the UN Madeleine Albright stated: "We simply do not support the description of the territories occupied by Israel in the 1967 War as occupied Palestinian territory."
Describing these territories as "Palestinian" may serve the Palestinians' political agenda but prejudges the outcome of future territorial negotiations that were envisioned under UN Security Council Resolution 242.

The real status of Israel's presence was explained by the United Nations Security Council last month, when it unanimously called upon "Israel, the occupying power, to abide scrupulously by its legal obligations" under the Geneva Conventions to protect human rights in the occupied territories.
