The Seattle Times: Education: Nation's school districts differ on drinking water standards
In the District of Columbia, Philadelphia and Baltimore, public schools have taken drinking fountains or sinks out of service if lead was present at more than 20 parts per billion (ppb) — the level at which the U.S. Environmental Protection Agency recommends, but does not require, remedial action.
School districts in San Francisco and Portland, however, have taken a more cautious stance by setting their "action levels" at 15 ppb — which EPA considers the lowest level at the tap that can reasonably be required of public water suppliers.
After retesting them to ensure their lead levels were acceptable, the district found it would have to put filters on about 800 outlets where lead-leaching pipes continued to cause elevated lead levels in the water.

 Serrano v. Priest (1976) 18 C3d 728
Moreover, basic-aid districts continue to be favored over equalization-aid districts insofar as they may reach the foundation level with a tax rate less than the computational rate or by using the comptational rate raise revenue in excess of the foundation level.
Moreover, wealthier districts, being generally able to generate sufficient funds for capital outlay purposes within their bonding capacities, are often not required to levy permissive override taxes for the repayment of state aid loans, which is the only source of assistance for districts whose bonding capacity is insufficient to finance needed capital improvements.
Similarly, the presence of small districts, which require greater expenditures because of "diseconomies of scale," is not confined to wealthier districts, and wealth differences among such districts create substantial disparities in both tax rates and expenditures.
