  Hanford Environmental Report - October 10, 2003
On September 18, 2003, EPA published a direct final rule (68 FR 54790) in the Federal Register to amend the National Emission Standards for Hazardous Air Pollutants (NESHAP) for asbestos under 112 of the Clean Air Act (CAA) that was previously published in the Federal Register on November 20, 1990 (55 FR 48406).
On September 10, 2003, EPA published a proposed rule (68 FR 53432) in the Federal Register amending certain provisions of the Centralized Waste Treatment Point Source Category regulation in response to petitions it received.
On September 18, 2003, EPA published a correction to the final rule previously published in the Federal Register on July 24, 2003 (68 FR 43786), clarifying that the rule as it applies to certification of refrigerant recycling equipment is effective 90 days after the publication date or October 22, 2003.

This is in sharp contrast to the strong gain of 434,000 (+2.9%) during the first nine months of 2002 when employment was strong in both full-time and part-time jobs.
For the first nine months of 2003, job gains totalled 37,000 (+4.1%) in finance, insurance, real estate and leasing and 44,000 (+4.8%) in construction.
So far in 2003, employment growth has come primarily from the public sector and from self-employment.

Within a five-day period at the beginning of October, carriers in New Jersey, Massachusetts and California were treated for injuries as a result of the attacks.

At least 35,000 people died as a result of the record heatwave that scorched Europe in August 2003, says an environmental think tank.
August 2003 was the hottest August on record in the northern hemisphere.

The Benefits Advisory Committee (BAC), composed of both staff (including a collective bargaining unit member) and faculty members, made a recommendation to the administration this fall that limited changes be made to the health insurance program effective Jan. 1, 2004, for all non-bargaining unit and bargaining-unit employees at Macalester.
The changes made two years ago, and which were fully implemented for all employees in 2002, were designed to increase the premium dollars collected by the plan while at the same time holding claims nearly level.
The debate is planned for Monday, Nov. 10, between 4:30 and 6 p.m., in the Weyerhaeuser Memorial Chapel.
