During the conduct of an inspection in June 1997 (UNSCOM 194), a series of incidents occurred in which Iraqi personnel on board the Commission's helicopters engaged in actions that obstructed the Commission's inspections and endangered both the security of the helicopters and the safety of the persons on board.
These events, prior to the adoption of resolution 1115 (1997), are recorded because they are the relevant background to the reporting requirement in response to which the present annex is submitted.
On 13 September 1997, during the conduct of an inspection connected with the investigation of Iraq's chemical and biological weapons programmes, a combined inspection team (UNSCOM 199/203) was subjected to incidents that seriously undermined the credibility of the team's inspection and endangered the integrity and safety of one of its helicopters and its crew.

Musig of the Archives Division of the Historical Department of The Church of Jesus Christ of Latter-day Saints to fill a three-year term as vice-president/president- elect of the Conference of Inter-Mountain Archivists.
He is a member of the Academy of Certified Archivists, having initially certified in 1990 and becoming recertified in 1997.
An additional 200 cubic feet of records was accessioned, as well as identifying for destruction over 450 cubic feet of records in current holdings and at their office site.

The bulk of the document provides a detailed account of regulatory decisions made since FQPA was passed (August 1996 through September 30, 1997), e.g., registration of conventional pesticides, biologicals and antimicrobials, as well as Section 18 actions and reregistration eligibility documents (REDS) (Appendix A).
With regard to promoting safer/effective pest control methods, in September 1997 we published final guidance for submission of applications for reduced risk pesticides to encourage the development, registration and use of lower-risk pesticide products.
In 1997, a Presidential Executive Order came out which said that all Federal agencies need to consider kids explicitly in conducting risk assessments for all significant regulations.

Consular officers are required to report to the Department of State documentarily qualified applicants for numerically limited visas; the US Immigration and Naturalization Service reports applicants for adjustment of status.
For October, immigrant numbers in the DV category are available to qualified applicants chargeable to all regions/eligible countries on a "CURRENT" basis.
Since it is likely that some of the first 55,000 persons registered will not pursue their cases to visa issuance, this larger figure should insure that all DV-98 numbers will be used.

ColorSafe 1.5, a product of BoxTop Software, Inc. (discussed in the August 15, 1997 issue of the Scout Report), offers an excellent tool to create web safe graphics in Adobe Photoshop.
ColorSafe 1.5 was released October 29, 1997 as a shareware ($49.95) for the Mac and will soon be released for Windows 95/NT.

This is a neat course in practical botany for non-science majors, which uses plants to teach the fundamentals of life and then provides the information needed for becoming adept at utilizing plants to their best advantage in everyday living.
No returns were obtained in the Wetlands category for common name searches for "rush, sedge, willow, cypress, saw grass, sawgrass, water lily, lotus, mallow, cattail, or water lettuce." The national PLANTS database employs a team of twenty for this internet project, and budget constraints are a factor.
However, the gallery has not been updated since March 1997, and though many of the photos are nice, though often parsimonious in their features, it wouldn't hurt to unlink the sections that contain nothing and put a little notation somewhere as to when they might become available.

October 2nd FCC Public Notice of Broadcast Applications Accepted For Filing included an application from Fisher Broadcasting for a new digital television station KOMO-DT on channel 38 in Seattle, Washington.
After demonstrating the ATSC HDTV standard in China (see the September 1 RF Current for details), on October 1st the ATSC conducted what is claimed were the first digital HDTV broadcasts in the southern hemisphere.
The transmission originated from the TCN Channel 9 tower in Willoughby and was received at the Observatory Hotel in Sydney, Australia.

The first Whooping Cranes were reported to the north and west of Quivera last Thursday, October 16.
Last Monday, October 13, four Whooping Cranes and eight Sandhill Cranes began their first migration south for the winter, led by Kent Clegg in his Dragonfly ultralight airplane.
In this creative partnership, both the cranes and the farmers benefit from use of the refuge.

William Cleary has recently authored two books from Crossroad: Prayers for Lovers (1997) and Prayers to She Who Is (1996).
The October conference focuses on "Hinduism and Ecology," the November conference on "Indigenous Traditions and Ecology." Each conference will produce a volume published by Harvard University Press.
