On October 16, 2003, at a conference in Seoul, South Korea, both the US Securities and Exchange Commission and US Commodity Futures Trading Commission became signatories with regulators from 23 other countries to a multilateral Memorandum of Understanding concerning Consultation, Cooperation and the Exchange of Information of the International Organization of Securities Commissions ("IOSCO MOU").
It has been reported that on October 20, 2003, Japan and South Korea agreed to begin full negotiations on a bilateral free-trade agreement.
