After all, this was not the first time that an outsider had attempted to interfere with affairs on Kyushu: Oda Nobunaga had made similar demands (perhaps hoping to keep the Ôtomo alive-and a threat to the Mori) before his death in 1582.
Oda obliged and sent along a number of contingents, one of which, led by Akechi Mitushide, decided instead to fall on Nobunaga himself.
In December Nobutaka, probably panicked by thinly concealed threats Hideyoshi sent to some of his retainers, openly defied Hideyoshi and rashly called his soldiers to arms, at a time when the passes down from Echizen were still choked with snow.

The report thus called for "gradual reductions" in Japan's ODA for China and proposed that the government consider the possibility of ending yen loans to China altogether, a position supported by Foreign Minister Nobutaka Machimura.
Japan's ODA, which consists of grants, aid and technical assistance, is funneled through multilateral agencies such as the Asian Development Bank, the United Nations and the World Bank, as well as through the Japan International Cooperation Agency (JICA).
In view of the overall shrinking ODA and Japan's need to win over other friends and allies with "checkbook diplomacy", it is inevitable that funds flowing to China are set for further downsizing.
