The OECS was created on 18 June 1981, with the Treaty of Basseterre, which was named after the city of the same name, the capital city of St.
The OECS is the successor of the Leewards Islands' political organisation known as the West Indies Associated States (WIAS).
The decision to establish an Economic Union was taken by OECS Heads of Government at the 34th meeting of the Authority held in Dominica in July 2001.

At the Third Meeting of the OECS Ministers of Health in July 2000, Ministers were apprised of the status of the proposal that had been submitted to the Government of France for possible funding of the OECS Health Sector Reform Programme.
In early January 2001, the OECS Secretariat was informed that the ministerial committee in France had given favourable consideration to the request.
The OECS Health Advisor is designated as the Project Coordinator and he will, among other things, ensure implementation of project activities in accordance with the project documents.

 Eastern Caribbean urges restraint by Venezuela over Bird Rock
OECS member states agreed to set up a Task Force on Energy Policy to advise on effective conservation, alternative energy exploration as well as sector reforms, according to the communique issued at the end of the meeting.
The OECS Authority reiterated its concern regarding the acceptance of Bird Rock as an island by several jurisdictions in the region and the claim by Venezuela.
OECS states also noted a paper on design elements for governance under the proposed economic union and received an update on the constitutional reform initiatives underway in member states.

RATIONALE The OECS states are already directly or indirectly signatories to several multilateral agreements that relate to environmental quality and sustainable development and it is therefore in their interest to cultivate broad understanding of the responsibilities and advantages of compliance.

 Rules of the OECS Bar Association
The affairs and business of the OECS Bar shall be managed and controlled by a body to be called the Council of the Bar Association of the Organization of Eastern Caribbean States (hereinafter called "the Council").
The officers shall be elected at the Biennial General Meeting of the OECS Bar from among the members of the Council.
A General Meeting of the OECS Bar shall be deemed to be duly convened if notice thereof with the agenda be posted to the Secretary of every constituent member and to every individual member and honorary member not less than twenty one (21) days before the date of the meeting.

Outgoing OECS Director-General Swinburne Lestrade put it in more diplomatic terms: "We (the OECS Secretariat) are in a very good position to appreciate the fact that all of our member states are financially strapped and will from time to time experience difficulty in meeting their financial obligations to the organisation."
The OECS, which celebrated its anniversary last week, was established in the tiny federation of St Kitts and Nevis in 1981, a time of tumult in the Caribbean.

Addressing a live media conference at the end of the 39th OECS Authority last Friday, Chairman of the Authority St. Lucia’s Prime Minister Dr. Kenny Anthony advised that appropriate system be put in place to ensure the continued appointment of a Chief Justice for the Eastern Caribbean Supreme Court using the most effective approach.
The meeting agreed that the OECS Development Strategy, which provides a road map for the economic development of the sub-region, is to be tabled in the national Parliaments of each OECS Member State.
A report on an assessment of the OECS School system showed there was reason for serious concern about the level of performance, and Heads mandated that the report goes before OECS Ministers of Education for work on a corrective plan of action.

The extraordinary CARICOM summit held in St Lucia August 15-16 is a further sign of a deepening economic and fiscal crisis afflicting the smallest economies of the Greater Caribbean region.
Economic growth for the OECS as a whole declined from an average of 6 percent in the 1980s to 3 percent in the 1990s.
By 2001, the fiscal current account balance moved from a surplus to a deficit amounting to 1.5 percent of the GDP, and the overall fiscal deficit reached 6.5 percent of the GDP.

 OECS & Puerto Rico to Sign Memorandum of Understanding
Heads of Government of the Organization of Eastern Caribbean States (OECS) will travel to Puerto Rico on Friday, January 30th 2004 for the signing, that will foster closer ties in the areas of trade and investment promotion, agriculture, tourism, health, education, the environment, justice and security.
The meeting explored the possibility of establishing an OECS desk in San Juan, financed by the Puerto Rican Government and staffed by the OECS.

This is linked to their intensive participation in international trade, which, despite shortcomings in their trade regimes, has allowed services exports to grow and imports to meet most of their domestic needs.
However, according to a WTO report on the trade policies and practices of the WTO members of the OECS, there are wide disparities in and among these countries, and their low populations result in a high per capita cost of social and economic infrastructure.
