These flies require a living host for completion of larval development.
Most of the obligate parasites come from the families Oestridae, Calliphoridae, or Sarcophagidae.
The Oestridae family contains about 150 sepcies, all of which are obligate parasites.

This strange bug was in our horse coral.
My first thought was a robber fly, family Asilidae, but its proximity to your horses suggests it might be a horse bot fly, family Oestridae or Cuterebridae, leaning to Gasterophilus species.
