Ofeq - Wikipedia, the free encyclopedia
Ofeq 1, launched September 19, 1988, possessed a weight of 155 kg and circled the earth on an orbit with a perigee of 249 km and an apogee of 1149 km on a course bent around 142.9 degrees.
Ofeq 2, was launched April 23, 1990 on a course with a perigee of 149 km and an apogee of 251 km, bent around 143.2 degrees.
During the course of its mission, its perigee was raised to 369 km and its apogee was lowered on 771 kilometers, in an attempt to prolong the satellite's lifespan.

 Israel Launch New Spy Satellite
Ofeq 5, The latest satellite in the Ofeq series was launched by an IAI/MLM Shavit satellite launcher, from Palmachim missile test center on the Israeli Mediterranean coast on May 28, 2002.
Ofeq 5 is a reconnaissance satellite carrying a remote sensing payload that will enable it to perform its high-resolution observation missions for national needs.
Ofeq 5 is believed to be capable of delivering both panchromatic and color images, at resolutions substantially exceeding those provided by Israeli commercial satellite services (0.8 meter).

Ofeq 5 itself is being tracked in a 143.5 degree inclination, 369-772 km orbit, while the third stage of the Shavit launcher is in a 263-774 km orbit: the corresponding parameters for Ofeq 3 immediately after launch were 143.4 deg, 369-730 km and for the rocket stage 247-732 km.
It is also clear that, like Ofeq 3, the new satellite performed an orbit-raising manoeuvre as it passed through its apogee (about 770km) for the first time, raising the initial perigee of about 260km by 100km.
Why Ofeq 3 was not simply launched into an orbit with a 500km apogee originally and then allowed to circularise its orbit almost immediately is not known, but it would appear that Ofeq 5 might be following the same mission profile.

 Israeli Spysat Coverage, Resolution
I assumed that the satellite uses a direct downlink rather than store-dump or a relay satellite, and thus its imaging is constrained to times when it is in sight of the ground station, most likely near Tel Aviv.
Perigee is also currently in the northern part of Ofeq's 36-degree orbit, maximizing resolution in the Middle East.
In order to address the question of Ofeq's ground resolution, I did a month-long run with Paul Traufler's Traksat 2.8 program and looked at the distribution of Ofeq-to-target ranges which occurred over that span of time.

Later literature from the company that operates the related EROS satellites has confirmed that it was the first EROS satellite on the failed launch (albeit using an Ofeq satellite bus), as opposed to a domestic Ofeq payload.
The first two Ofeq satellites were launched in September 1988 and April 1990, and these were followed by two failed launches in 1991 and 1993 before Ofeq 3 was launched in 1995.

This included an extension of the original six-year Ofeq program into a 12-year project approved in 1999.
Another reason for the cost overruns, the report said, was overly optimistic timetables for development that underestimated the technical challenges of the Ofeq program.

The ruling of the Supreme Court decision is extremely significant, as it prevents the state from using the Plan for Development of the Arab Sector as a reason or justification for excluding Arab towns from government socio-economic plans and programs.
The petition was submitted in July 2002 on behalf of the National Committee for Arab Mayors and the local councils of Kufr Manda, Ein Mahel and Kessife, against the Directors' Committee for Fighting Unemployment in Settlements with High Unemployment Rates, the government of Israel and all Israeli government ministries.
The petition demanded that Arab towns be included in the Ofeq program for reducing unemployment, since in a government decision from January 2000, only one Arab town, Tel el-Sebe, located in the Naqab (Negev), was included among the 11 towns and cities chosen for implementation of the Ofeq program.

More on Ofeq, and Some Speculation
Although the natural evolution of Ofeq's orbit will "detune" it for Mid-East coverage after several weeks, it will subsequently cycle back into the proper phasing.
An obvious way to solve the detuning problem is to use a constellation of three Ofeqs with ascending nodes spaced 120 degrees apart in longitude.
The phasing of the orbit has to be different, but with a constellation of three, both Israel and the South Africans would enjoy uninterrupted multiple daytime passes.

 Ofeq
A series of Israeli indigenous satellites; “Ofeq” is Hebrew for “horizon.” Several Ofeqs have been launched, not all successfully, since the first in September 1988.
This is to avoid overflying Arab territories to the east, but it means that the launch vehicle must travel against the direction of Earth spin’s and so work harder to achieve orbital velocity, thus reducing the payload that can be delivered.
All the Ofeq satellites were launched by Shavit rockets from Palmachim.
