On 16 April 2005 the GAA's congress voted to suspend its Rule 42 ban on "foreign games" to enable the Football Association of Ireland and the Irish Rugby Football Union to play their international fixures at Croke Park while the Lansdowne Roadstadium is being rebuilt.

The Offaly County Board of the Gaelic Athletic Association (Irish: Cumann Luthchleas Gael Coiste Uíbh Fhailí) or Offaly GAA is one of the 32 county boards of the GAA in Ireland, and is responsible for Gaelic Games in County Offaly.
Separate county boards are also responsible for the Offaly inter-county football, hurling, camogie and ladies football teams.
After a scheme developed by the Gaelic Athletic Association in the 1970s to encourage the playing of hurling in non-traditional counties, Offaly was one of the first teams to benefit from such a scheme.

Offaly had led from the time Mark Daly opened the scoring with a goal in the 10th minute and were by far the better side for most of the game leading by six points at half time.
Offaly played strong committed football from the throw-in and while both sides missed early chance, it was a sweeping move that ended with Neville Coughlan pass to Mark Daly and the center forward tucked it away in the corner of the net.
Offaly rallied and substitute John Reynolds kicked a fine point and Neville Coughlan added another to give them a five-point lead after 21 minutes and a semi final place was calling.

Offaly made all the advances in the opening stages of the game and were certainly quickest off the blocks with everyone having barely set their stopwatches when Brian Nolan sent over the opening point after 30 seconds which was quickly followed up with a Derek Molloy point from the puckout for the homeside.
Offaly also shot wide on two occasions before Kevin Finlay cleanly won the ball at midfield for Laois sending a speculative shot into the square which was cleared by Devon Beale but Laois won back possession and Eoin Fitzpatrick sent over the first Laois point after seven and a half minutes.
Offaly had yet to get the ball past the midfield mark and Noel Delaney kept up the Laois momentum with a long range point before an excellent score from Matthew Whelan on the run and Eoin Fitzpatrick, again from play left just four points between the sides 1-9 to 0-8.

Kilkenny's full-forward line had the measure of their men and when Offaly did get the ball into the Cats' half, invariably half-back stars Philip Larkin and Eamonn Kennedy were returning the sliothar with interest.
Five of Offaly's seven first half points came from Johnny Dooley frees with their only real goal chance a ground stroke from Michael Duignan which went narrowly wide in the 18th minute.

 John Dowling of the GAA 1931-2002
During his time with the Offaly County Board, both the county's footballers and hurlers enjoyed much success, John was Secretary of the County when Offaly won their first All-Irelands in football (1971) and hurling (1981).
As a mark of respect, Offaly's scheduled league division 1 clash with Cork and the Walsh Cup semi-final, against Wexford in Birr were both postponed, as were all Offaly domestic matches in the county.
The current GAA President, Sean McCague said, "John Dowling was a truly great servant of the GAA".

Offaly have gone on to be one of hurling's powers since that breakthrough, winning 4 All-Irelands in the 80's and 90's.
Although Offaly's footballers have won 3 All-Ireland titles through the century (an admirable achievement for such a small county), the faithfulness of the supporters has been called into play for them too.

Offaly made the brighter of the opening stages with John Kenny opening the scoring in the second minute and this was quickly followed up with a well taken goal from Neville Coughlan.
He was joined three minutes later by Pascal Kellaghan of Offaly and towards the end of the game both were to find themselves receiving a second yellow card and ultimately a red card.
Pascal Kellaghan then suffered the same fate for Offaly before a late free for Offaly in injury-time was sent over the bar for Offaly and in the end just two points separated the sides and Laois qualified to meet Kilkenny in the Quarter-Final after they disposed of Athlone IT.

Tom’s brother Seamus continued the family involvement in the GAA as a member of the Club Committee in the 1960’s and Seamus’s sons and grandchildren continue to proudly carry on the Fitzpatrick GAA tradition today through their involvement on and off the field with our club.
The GAA however says that it has absolutely no objection to the Lower Pitch, which they say is the traditional home of Castlewellan Town FC, being developed to the highest possible standards.
But the GAA claims that as a whole that it has been made to face the prospect of the potential loss of Council grounds simply because they are adept at developing their own pitches.

Three months ago I think very few people would have predicted such a contest but that is the glory of the championship and the surprises that it throws up.
Meath looked tired and mentally jaded after their previous tough encounters and it was strange that Sean Boylan did not make too many switches, particularly when players like Ned Kearney and Donal Curtis were getting a roasting right from the start.
Offaly's performances prior to the Leinster Final have been mixed.

Paddy Keenan hit a consolation goal for Louth, but even though Offaly were reduced to 14 men by a late red card for Cathal Daly it was one-way traffic, booking a Leinster midland clash between Offaly and Mick O’Dwyer’s Laois.
The Faithful were clearly out to claim revenge for their shock five-point defeat in the league run and they set out with full intent, hitting four goals inside the first half and running up 2-11 before Carlow even got on the scoreboard.

Offaly struggled to contain the strong running and support play of O'Dwyer's confident side, and points flew over from the boots of Fitzgerald, Pauric Clancy, Ross Munnelly and Brian McDonald, all from play.
Offaly desperately searched for a route back into the game, but even after Paul McDonald earned a straight red card for a high challenge on Quinn, and Fitzgerald followed soon after for a second yellow, Laois stood firm and held out for a richly deserved win.
The Offaly GAA millennium celebration which was held in the Tullamore Court Hotel in December 1999 has been released on video.
