The Office of Internal Oversight Services is now recognized, both within and outside of the Organization, as an objective source of reliable information and as an agent of change in the United Nations, in particular with regard to strengthening internal controls and improving management performance.
The Office of Internal Oversight Services must also continue to be a model and catalyst for all entities within the United Nations system to strengthen their oversight capabilities.
Monitoring the implementation of the recommendations of the Office is important for: (a) measuring improvements in the level of compliance; (b) determination of the impact of the office on the Organization; and (c) strategic planning of future oversight activities.

In 1997, he left the civil service to become the CEO of the Post Office Savings Bank of Singapore; the bank was acquired in 1998 by the Development Bank of Singapore and Nair stayed on as DBS's Managing Director.
Nair was appointed to a five-year term as United Nations Under-Secretary-General for Internal Oversight Services on 24 April 2000, succeeding Karl Paschke in that position.
In 2004, Nair was investigated for unspecified internal accusations of graft and sexual harassment against female staff; on November 17, 2004, Secretary General Kofi Annan accepted a report clearing Nair of the charges.

The UN's Office of Internal Oversight Services is examining whether, as part of the alleged cover-up, Del Ponte ignored the requests for witness protection of a Croatian witness who participated in the creation of the forged documents and who had come forward to provide the tribunal with evidence of the forgery.
There is serious concern at the UN that Del Ponte may have known prior to submitting the transcripts to the tribunal that the transcripts were in fact forgeries, and that Del Ponte has complicated matters by failing to disclose the forgery to the tribunal.
The Office of Internal Oversight Services is investigating whether Del Ponte abused her power by making such threats to Croatian officials.

The head of the U.N. Office of Internal Oversight Services, Undersecretary-General Dileep Nair (search), has been accused of promoting and recruiting people in ways that are not consistent with U.N. rules and regulations.
So far, his office has carried out 55 internal audits of the process that before the U.S.-led war against Saddam Hussein's regime allowed Iraqi oil to be sold so food could be purchased for Iraqis.
Annan's office said the letter went out "a couple of weeks ago" but declined to say what was in the letter except to confirm that recruitment allegations were addressed.

The one-time chief of the United Nation's internal watchdog agency showed favoritism in recruiting and promoting two employees when he headed the agency, a U.N.-appointed probe concluded Wednesday.
The investigation cleared Dileep Nair of sexual misconduct or accepting improper payments when he was chief of the Office of Internal Oversight Services, as the U.N. Staff Union had claimed.
The charges caused particular controversy at the United Nations because the Office of Internal Oversight Services is responsible for upholding the integrity of the world body.

I would like to thank Under Secretary-General Nair for his brief introduction, and I thank too his dedicated, hard-working staff for effectively carrying out the internal oversight mandate throughout the last year.
While the reasons for these losses seem varied and somewhat complicated, it is important that high-level attention be placed on this in order to prevent millions more in valuable aid from being siphoned off for other purposes, in many cases in violation of UN conventions.

The African Group attaches great importance to the oversight activities of the Office, and we support its efforts to instill a greater sense of accountability throughout the United Nations.
We are encouraged by the assurances of the OIOS that the OHCHR had observed the provisions of the Financial Regulations and Rules of the United Nations, and that the acceptance of voluntary contributions was consistent with the mandate, policies and activities of the Office of the High Commissioner.

The Unit is fully aware of the importance of its relations with the participating organizations and with bodies bearing oversight responsibilities as a fundamental working tool aimed at exchanging information and views, improving the quality and accuracy of background information and avoiding overlapping and unnecessary duplication of effort.
The exchange of views and contacts with the secretariats of participating organizations, especially with internal oversight units, have increased over the years.
Both units are aware of their separate and distinct roles, the former as the only external system-wide oversight body accountable to the Member States and the latter as the United Nations internal oversight body accountable to the Secretary-General.
