The 104th Congress withdrew funding for OTA and its full-time staff of 143 people, and the Office of Technology Assessment closed on 29 September 1995.

The Office of Technology Assessment (OTA) was created by the Technology Assessment Act of 1972 (2 U.S.C. 472) to serve the United States Congress by providing objective analyses of major public policy issues related to scientific and technological change.
Requests for assessments may be made by the chairman of any congressional committee acting for himself or on behalf of a ranking minority member, or a majority of committee members; by the OTA Board; or by the OTA Director, in consultation with the Board.
Office assessment teams work closely with congressional staff and support agencies to ensure that major committee concerns are addressed and to stay in touch with the published work and current activities of analysis and researchers in the Executive branch and throughout the public and private interest sectors.

 Economic Impact of IPlants: Invasive Plants and the Nursery Industry
The first was done in 1993 by the Office of Technology Assessment and was done as a part of their report entitled Harmful non-indigenous species in the United States.
However, the total costs calculated by the OTA (1993) report is a “minimum benchmark” cost for the 85 years it covers; only 14% of all known harmful nonindigenous species were included in the calculation because estimates for the other species were unavailable.
OTA (1993) also estimates that $100 million is spent annually to control aquatic weeds.

The office might have prepared an independent assessment of the number of available embryonic stem cell lines, for instance, so that Congress wouldn't have had to trust President Bush's woefully incorrect claim that "more than 60" such lines were in existence as of August 2001.
OTA might also have helped set the record straight on the science of climate change--a task it could have accomplished in congressionally endorsed studies that would have been hard to ignore.

The Office of Technical Assistance (OTA) was established in 1990 as part of the Massachusetts Toxics Use Reduction Act (TURA).

In short, the academic version of technology assessment was (and to the extent it still lingers on, remains) an unruly discipline—one with few disciples but armies of prophets, each with his own interpretation of what technology assessment meant.
The OTA report concluded that the upgrade was sound, but that not enough thought had gone into how the computers would be used: “a tighter connection needs to be made between the technology and the expected improvements in service delivery.” Working from options OTA presented, Congress saved several hundred million dollars.
Since OTA was terminated, members of Congress have had to rely on other sources of information for their science and technology advice, sources that long existed alongside OTA rather instead of it.

The Office of Technology Assessment (TAB) at the German Bundestag was created in 1990 with the objective of improving the information base of research- and technology-related advice and decision processes in the German Bundestag.
The TAB is operated by the Institute for Technology Assessment and Systems Analysis (ITAS) at the Karlsruhe Research Centre within the Helmholtz Association of National Research Centres.

OTA reports may be requested by (1) the TAB, (2) the Director (in consultation with the TAB), or (3) a congressional committee.8 The TAB decides whether OTA may proceed with the requested assess- ment.
Proposals are reviewed by an OTA project screening committee, which considers congressional interest in the proposed study area, anticipated use of the completed assessment, staffing and contracting requirements, parties with significant interests in the questions to be analyzed (stakeholders), and the possible composition of the project's advisory panel.
Continued scrutiny of the office by Congressmen and by concerned citizens' groups is necessary, and along with judicious reform of OTA procedures, it may be sufficient to prevent future controversy.

 National Science Foundation Receives 9% Boost From House Appropriations Subcommittee
Representative Rush Holt (D-NJ) has introduced legislation in the House of Representatives to revive the Office of Technology Assessment (OTA), an arm of the U.S. Congress that provided comprehensive assessments of a wide range of scientific and technical issues from 1972 to 1995.
During operation, OTA supplied Congress with background papers, briefings and testimony, but is best known for its in-depth, objective reports of complex scientific and technical issues.
OTA’s Environment Program addressed areas including environmental health and risk management, the use of renewable resources, and pollution prevention, control and remediation.

The ASM believes that reestablishment of the Office of Technology Assessment (OTA) would assist Congress with the pressing need to assess technological and scientific issues, such as stem cell research, cloning, genetically modified foods, molecular medicine, missile defense systems, educational testing, energy, terrorism and homeland defense, that influence public policy.
Moreover, ASM members have for several decades participated in discussions concerning science and technology policy, and most recently have been consulted on bioterrorism by federal agencies and Congress.
Nevertheless, the ASM would expect a revived OTA to also be revised to correct for past limitations.

Yet their name is misleading because they are apparently not in the business of performing technology assessments that analyze outcomes of alternative policy decisions to aid decision makers in their technological choices.
But because the word "technology" is used so often to refer to computers, and because educators use "assessment" to refer to tests, Bellingham seems to be using these two words appropriately even though they are clearly not attempting a formal "technology assessment" as stipulated in the definitions at the beginning of this lesson.
