Officer of arms - Wikipedia, the free encyclopedia
Traditionally, officers of arms are of three ranks: kings of arms, heralds of arms, and pursuivants of arms.
Officers of arms whose appointments are of a permanent nature are known as officers of arms in ordinary; those whose appointments are of a temporary or occasional nature are known as officers of arms extraordinary.
The officers of arms in ordinary who form the College of Arms are members of the royal household and receive a nominal salary.

College of Arms - Wikipedia, the free encyclopedia
In addition to designing and granting new arms, the College fields many requests from people attempting to demonstrate descent from an armigerous (arm-bearing) person; a person descended in the male line (or through heraldic heiresses) from such an ancestor may be reissued that ancestor's arms (with differencing marks if necessary to distinguish from senior-line cousins).
The Kings, Heralds, and Pursuivants of Arms assembled at the College of Arms in 1964.
The Kings of Arms are authorised in their patents of appointment to grant (with the consent of the Earl Marshal) to "eminent men", a phrase which first appeared in the patent of appointment of Stephen Leake as Clarenceux King of Arms in 1741.

To assure proper control and documentation of these grants of arms, a college of heralds arose, who worked on behalf of the sovereign and were given full authority to settle disputes, legalize grants of arms and make new grants.
To legitimately display such arms you must be able to: 1) prove your direct male descent back to the person to whom such arms were originally granted; and 2) register your pedigree with the proper authorizing agency, i.e., the College of Arms in London.
A right to arms can only be established by the registration in the official records of the College of Arms of a pedigree showing direct male line descent from an ancestor already appearing therein as entitled to arms...

The Intellectual Property Laws and the Protection of Armorial Bearings
Arms are usually granted to the grantee and his or her descendants with due and proper differences according to the Law of Arms.
This is unsatisfactory given that a coat of arms is meant to be granted to the grantee and his or her heirs, ad infinitum.(55) No protection would be accorded to the legal possessor of a family coat of arms granted to a more distant ancestor than grandfather, or perhaps great-grandfather.
Indeed, the Officers of Arms for long maintained that their permission was always needed for the reproduction of arms by anyone but the grantees and their lawful heirs.
