		ODA is defined as financial assistance that is concessional in character, has the main objective to promote economic development and welfare of the less developed countries (LDCs), and contains a grant element of at least 25%.
		ODA does not even include all government aid, and with private charity data missing, calling this section "Most Generous" (as in the list on the margin) is a travesty.
		Such disputes arise almost exclusively as a reaction to US citizensâ repetitive boasts of superior donations of foreign aid (and it is flaunted as superior), and subsequent disagreements are not simply pot-shots taken by the rest of the world at the US simply for the sake of it; they are a reaction.
