It is the Shadow Cabinet's responsibility to pass criticism on the current government and its respective legislation, as well as deciding where amendments to the legislation are necessary.
In the United Kingdom and Canada the major opposition party and specifically its shadow cabinet is often called Her Majesty's Loyal Opposition.
Some parliamentary parties, notably the British Labour Party and the Australian Labor Party, elect all the members of their shadow cabinets in a partyroom ballot, with the Leader of the Opposition then allocating portfolios to the Shadow Ministers.

As issues arise, the appropriate cabinet member is the point-man for the opposition, presenting to the press what would have happened if the shadow cabinet were handling the situation, and in the process critiquing the actual cabinet member.
Also, there is the presumption that if the cabinet member is doing his or her job competently then the shadow cabinet has a chance of becoming the cabinet-elect after the next election, and will then have the power to fully effect the changes they had promised as shadows.
The shadow cabinet, which would be administered by the Democratic Party itself, is in many ways the opposite of MoveOn.org's loose structure: it is a hierarchy with one person at the top and a single person deciding policy for each field of issues.

The party is still referred to as "Tory" by the media and retains the tie to the historical Conservative Party of Canada founded in 1854 by Sir John A. Shadow Governments will probably tend to make unrealistic proposals or tend to not worry about how their proposals would be budgeted, but even so, they would be an improvement on the current system, since they would present a clear alternative.
With a parliament the cabinet are all elected officials.
In the Canadian system, it is taken quite seriously; the main responsibility of each shadow cabinet minister in the opposition parties is to become that party's expert on that government department, to research the governing cabinet minister's department in detail, and to lead questioning of that minister in the House.

One of the gravest injustices would be if we as Reformers and as the official opposition ever felt muzzled to the point where we could not raise such issues in the Chamber.
Justice issues are near and dear to the heart of not only members of the official opposition but I am sure to ever member of Parliament on all sides of the House.
The official opposition has noted that there is a need for more resources in the system.

Cabinet officials in the US have to be confirmed by the “advice and consent” of the Senate.
While its rejection of a cabinet official is rare, the assertion before the election by a candidate that they had their list of people who would be cabinet officials would not only be presumptuous, but might actually add further politics to the confirmation process.

LOL The PC party was in the political wilderness and the Alliance was the official opposition.

I would like to digress for a moment and speculate on the increase in support that was given to me because even though I was very pleased and honoured to be supported by about 56 percent of the electorate in the 1993 election, that grew to somewhere close to 67 percent on June 2.
The third honour I had was when the Reform leader asked me to be the chief agricultural critic in the official opposition shadow cabinet.
In addition, my colleague from Fraser Valley, the official opposition whip, asked me to serve as his deputy.
