The Official Receiver (usually abbreviated OR) is the name of a statutory office holder in England and Wales.
An officer of the Insolvency Service, he is also an officer of the court to which he is attached.

The Official Receiver is basically saying that there has to be proof that the two are sharing a profit, otherwise, the two are just working closely, that is, are engaging in some joint venture.
There are other matters in this case into which I am trying to convince the Official Receiver to investigate, such as the bankrupt stating, in a letter, that she was paying her other creditors when she wouldn't pay me, but I'll leave these for the moment so I can deal with this issue.
I feel it is the Official Receiver's job, given the statute and common law backing him up, to investigate these cases properly, so that bankruptcy isn't just a kind of "get out of debt free" card.
