The Ohio General Assembly originally ratified the amendment in 1867, but after Ohio voters later that year defeated a referendum to give African-Americans the right to vote, a newly elected Democratic-controlled Legislature rescinded Ohio's ratification in 1868.
Ohio's official position on the amendment has hung in limbo since -- which, among other unintended consequences, has allowed hate groups to seize on the issue to promote causes such as school segregation.

Ohio law (ORC 109.12-14) requires or allows the Attorney General to provide legal advice, upon request, to state agencies and officers, to the prosecuting attorneys of Ohio's 88 counties, and to either chamber of the Ohio General Assembly.

As introduced, this bill would amend Ohio's current child restraint law to require children between 40 and 80 pounds, or between 4 and 8 years old to be secured in a booster seat.
It would also require that all children under 18 years of age be restrained in a safety belt in all positions of the vehicle.
It would remove provisions in Ohio's law which exempt out-of-state drivers from complying with Ohio's law, and it would add a "Good Samaritan" clause for technicians and others who assist with seat installation.
