 Oki’s Extreme Actions Show He Did Not Care
On May 28, 2003, Judge Oki’s intemperance was clearly manifested by his actions in closing down the courtroom of Division 30 over the strong objections of the district attorneys and public defenders in that courtroom.
When Oki made his ultimatum, to a lower ranking supervisor of the D.A.’s office, that the D.A. pay or the defendants go their way, he knew that the deputy he contacted did not have the authority to commit money to keeping the court open.
In fact, Judge Oki admitted that he knew that the District Attorney’s Office would be unable to respond to his request for them to pay, and he laughed because he knew it was an impossible demand to meet.

Alternatively, she contends that if she did enter into a binding agreement, the district court erred by enforcing various terms of the written settlement agreement that were not among those terms agreed to in open court.
This court, however, concluded that the district court abused its discretion by not conducting an evidentiary hearing because the appellants raised factual issues that were material for determining the validity and scope of the settlement agreement.

Judge Oki offered to keep the arraignment court open as long as necessary to arraign all of the defendants if the District Attorney’s Office would agree to reimburse the Court for the overtime expenses.
Thus, working with a Deputy District Attorney and an LAPD Liaison Officer and his staff, Sheriff’s personnel researched each remaining defendant seeking an independent reason (such as another outstanding arrest warrant) to continue to detain the defendants.
As a result of this and subsequent meetings, and the combined efforts of law enforcement, the District Attorney’s Office and the Court, substantial, effective changes have been implemented to (I) prevent any similar release of defendants, and (2) file felony complaints earlier in the day so that defendants may be arraigned during regular court hours.

In my own process in reviewing district court judges and circuit court judges that we are asked to opine about by the White House, about how we would react, I have a bipartisan committee that does just exactly that.
