		The former compliance coordinator stated that he informed the head women's basketball coach (henceforth, "the head women's coach") that student-athlete 1 was permitted to practice for a two-week period with the women's basketball team while her certification was under review with the clearinghouse.
		After Oklahoma Panhandle State was alerted to this fact, the former compliance coordinator contacted the compliance office at the original Division II university and discovered that indeed student-athlete 8 had only earned 23 credit hours during his one year of enrollment at the original university.
		The university observed that the recruiting service owner did not become a representative of the university's athletic interests and was not a graduate of the institution, or in any way associated with the institution until he was contacted by the head women's coach.

		Blackwell said that after meeting with Milacek and newly appointed university president Dr. David A. Bryant, an agreement was made to table the bill until after Bryant has had an opportunity to implement his vision for Panhandle State.
		Blackwell is serving his first term in the Legislature and is a member of the House Committee on Higher Education.
