The storm water pollution sources were identified in the 1972 Clean Water Act, but the rules were not proposed until 1992.
In March of 2003 the storm water rules begin what is called, “Phase II.”  The Phase II rules cover much smaller communities in what is considered urbanizing areas with population density greater than 1,000 per square mile and all construction sites 1 acre and larger.
Storm water used to be an EPA program, with EPA running the permit program and all the enforcement.

Portions of southwest Oklahoma are not the flat treeless prairie so often pictured as typical open plains.
While proceeding south to the next storm we came upon damage consisting of busted power poles, downed lines and uprooted trees.

The storm persists and the mighty inflow winds continue as we pursue it across the open plains of northern Oklahoma.
Below the base of this storm in open terrain, the tornado persists for more than 20 minutes (Frame 13.) For a time I was complacent enough to believe that this storm might not be a threat.
My next lesson was: a storm represents a dynamic process that is strongly influenced by the environment and does not have to follow my oversimplified expectations.

The damage was caused by straight-line winds of up to 90 mph that accompanied a massive storm system that stretched from Kansas across Oklahoma to the Texas border, said Scott Curl, a meteorologist for the National Weather Service.
Winds were estimated at 100 mph in Alfalfa County along the Kansas border, and another line of storms was expected to move through the area early Sunday.
In the Oklahoma City area, strong winds knocked down trees, ripped the metal roof off a building and shattered windows in office buildings, although no injuries were reported.

For Oklahoma tornadoes between 1959 and 1995, excluding tornadoes with a short and narrow path and those without a length and width given in Storm Data, 268 tornadoes had a different path length or width in the database than was listed in Storm Data.
Storm Data says tornado touched down southeast of 89th Street which is the county line and text makes it a point to say that it touched down on the Cleveland County side.
Storm Data lists as 1 miles south of Mounds (which would be in Creek County), but says that it was just south of the county line, so changed to1.5 S Mounds which would place event in Okmulgee County.

The worst of the monster tornadoes that clobbered Oklahoma on Monday was rated an F-5, a funnel cloud half a mile to a mile wide with wind speeds between 261 and 318 mph, the National Weather Service said Friday.
It was the most powerful twister ever in metropolitan Oklahoma City, the Weather Service said, and the most serious outbreak of tornadoes in the area in 50 years.
The storms killed a total of 41 people in Oklahoma, another five in the Wichita, Kansas, area and one in Texas the next day.

It appears that the developing mesocyclone and the main storm updraft became collocated when this explosive growth occurred, whereas prior to this point, the main updraft and the mesocyclone may have been some distance apart.
The Oklahoma Highway Patrol blocked the highway north of Minco, which prevented me from continuing the chase.

We met chasers later in the week that didn't escape and lost all of their rear windows to the wind.

Looking NW at a lowering on the storm that would eventually produce a damaging tornado in Ardmore, Oklahoma.
Al Moller and I chased this storm from near Santos, Texas to just south of the Red River on May 7, 1995.
The tornado reached its maximum intensity as it crossed the river and was actually in the rope dissipation stage when it struck Ardmore.
