On November 1, 2004, the towns of Ushimado, Oku, and Osafune from Oku District merged to form the city of Setouchi.
On March 31, 2005, the town of Hokubo from Jobo District and the towns of Katsuyama, Ochiai, Yubara, and Kuse and the villages of Mikamo, Kawakami, Yatsuka, and Chuka (all from Maniwa District) merged to form the new city of Maniwa.
On March 31, 2005, the town of Katsuta from Katsuta District and the towns of Ohara, Mimasaka, Sakuto, and Aida and the village of Higashiawakura (all from Aida District) merged to form the new city of Mimasaka.

The O.K.U. is a close-knit group where you are considered a family member not a number.
There are many qualified and dedicated karateka within the O.K.U., many who have been loyal to him, Isshinryu and the O.K.U. Master Wheeler made it very clear he only wanted one leader to oversee the O.K.U. He was not going to make several posthumous promotions like other organizational leaders had done.

Whereas it can be acknowledged that famine has been a real threat to the Kenyan nation, it is still difficult to determine the extent of the problem because local politicians either exaggerate the problem or devalue its extent, depending on which side of the political spectrum they fall, thus obscuring the real situation.

In a nostalgic decision the OKU Board voted to move the seminar from Cleveland Tennessee back to Powell where the seminar actually started as a one day event held at Wheeler's School of Karate in the 1980s.
OKU President, Sensei Scott Shamblin of Tennessee, and OKU member Sensei Steve Young of Illinois were inducted into the Isshinryu Hall of Fame.
Assistant OKU Regional Director Joe Arvidson was present to accept the award on behalf of Master Wheeler.
