In considering the size of constituency electorates, the Commission are required by Rule 5 of Schedule 2 to the 1986 Act to have regard to the ‘electoral quota’, which is the total English parliamentary electorate at the time of the announcement of the general review, divided by the number of seats allocated to England.
Accordingly, for the purposes of the Parliamentary Constituencies Act 1986, and in particular Rule 4 of Schedule 2 to the Act, Berkshire is still being treated as one county, and not six.
