Whiteside said the International Spirit Development Organization, which sold the franchise rights to Toronto but has not started any other franchises since the deal in 2001, the IOC and the Canadian Olympic Committee were required to help build the business in the agreement.
But when Vancouver was awarded the Winter Olympics in 2003, the marketing rights for the Olympic brand automatically shifted to VANOC from the COC.
