Reconciliation was used to pass Bill Clinton's 1993 (FY 1994) budget.
Bill Clinton wanted to use reconciliation to pass his health care plan, but Robert Byrd persuaded Clinton that the health care plan was out of bounds for a process that is theoretically about budgets.

OBRA 89 modified the excess loss account recapture rules to prevent a reallocation of the excess loss account to reduce the basis of debt in the subsidiary held by the parent after the disposition of the subsidiary's stock.
OBRA 89 also imposes a new excise tax on the employer equal to 10% of the fair market value of the stock if the employer securities acquired with the securities acquisition loans are not held for at least three years.

Since some 'investor' partnerships offer investors longer-term capital gains compared to 'trader' partnerships, the most likely impact of the Omnibus Reconciliation Act of 1993 (OBRA) shall be the shift of capital to 'investor' partnerships by taxpayers seeking to take advantage of the 11.6% differential that the OBRA creates between capital gains and ordinary income.
Second, the 1993 Act expands the application of the market discount rules, which generally treats gain on the disposition of bonds that were purchased in the secondary market at a discount as ordinary income to the extent of the market discount that accrued while the bonds were held by the taxpayer.
Thus, the 1993 Act simplifies the estimated tax payment requirements, which in the past were based on current year's income although taxpayers will have the option of paying 90% of the current year's tax liability.

To advise State agencies of the provisions of the Omnibus Budget Reconciliation Act of 1989 (OBRA 89), P.L. and the Joint Resolution increasing the statutory limit on the public debt (Debt Act) (P.L. 101-140) which affect the Federal-State Unemployment Compensation Program.
Sections 7101 and 7102 of OBRA 89 amend the Internal Revenue Code IRC of 1986 to restore, with certain changes, exclusions from an employee's gross income for amounts paid by an employer for certain educational assistance and amounts contributed by an employer to a qualified group legal services plan for an employee.
Section 10202(c)(1) of OBRA 89 excludes from the FUTA definition of "wages" refunds required under Section 421 of the Medicare Catastrophic Coverage Act of 1988 (P.L. Sections 202 and 203 of the Debt Act rescind Section 89, IRC, and Section 3306 (t), FUTA, which made Section 89 applicable to wages under FUTA.

I am signing H.R. 5300, the Omnibus Budget Reconciliation Act of 1986, which implements instructions of the budget committees to the substantive committees to reduce the fiscal year 1987 deficit and raises the debt ceiling to $2.3 trillion.
It is disturbing and disappointing that this reconciliation bill, which is supposed to reduce spending, not only has few outlay reductions but actually incorporates substantial program expansions, mainly in the Medicare area -- increasing outlays on the order of $2 billion in fiscal year 1987 and even more annually thereafter.
I sincerely hope that the Congress will endeavor to use reconciliation next year for the purpose generally envisioned: to reduce spending, not to increase revenues.

OBRA: (US News) The Omnibus Budget Reconciliation Act is a law passed in 1987 that is being implemented in regards to a checklist for nursing home care facilities.
Each resident must be fully evaluated upon admission and each year thereafter in regards to health, memory, hobbies, habits, etc. They must gauge the ability to walk, talk, eat, dress, bathe and understand other people and be able to communicate with them.
No matter how nice a nursing home, it's still a lousy place to die.
