The House passed the massive omnibus spending bill yesterday to fund about half of the U.S. government for fiscal year 2004, including a school voucher program for the District of Columbia.
The bill goes back to the Senate for final approval, but if it becomes law, it will mark a 3 percent increase in discretionary spending from 2003 to 2004, the lowest increase in the nine years Republicans have held the majority in the House.
Once signed into law, the omnibus bill will bring total discretionary spending for 2004 to $875 billion, including the $87.5 billion supplemental bill passed last month to fund the global war on terror and rebuild Iraq.

The omnibus spending bill, so called because it includes nine separate appropriations bills, will fund 13 government departments, their agencies and commissions, as well as miscellaneous other matters in a catch-all category, for fiscal year 2005, which began Oct. 1.
The bill will still be subject to mandatory cuts of less than 1 percent across all departments, but these ''rescissions'' as they are known will be applied at the discretion of the departments.
The bill passed in November but had to be reconsidered after the usual Thanksgiving recess because it came to include, more or less by accident, a provision that would have given congressional staff access to the tax returns of individuals.
