Ontario is bounded on the north by Hudson Bay and James Bay, on the east by Quebec, on the west by Manitoba, and on the south by the American states of Minnesota, Michigan, Ohio, Pennsylvania and New York.
This measure substantially increased the population of Canada west of the Ottawa River during this period, a fact recognized by the Constitutional Act of 1791, which split Quebec into The Canadas: Upper Canada west of the Ottawa River, and Lower Canada east of it.
Ontario's right to Northwestern Ontario was determined by the Judicial Committee of the Privy Council in 1884 and confirmed by the Canada (Ontario Boundary) Act, 1889 of the Parliament of the United Kingdom.

Canada's largest group of federal prisons, including Kingston Penitentiary, is located within the city or in the immediate area.
During the War of 1812, Kingston was the base for the Lake Ontario division of the Great Lakes British naval fleet and engaged in a vigorous arms race with the American fleet based at Sackett's Harbor, New York for control of Lake Ontario.
Kingston was one of the contenders for the capital of the united Canadas before Confederation, but after a brief stint as the capital from 1841 to 1844, it lost out to an alternating location of Montreal and Toronto, and then later to Ottawa where it has resided since.
