The Ontario Coalition Against Poverty (OCAP) is a group of anti-poverty activists in Ontario, Canada, that uses direct action to fight for the rights of the poor and homeless.
The charges against Clarke, Gaetan Heroux and Stefan Pilipa were ultimately dropped after a trial of the three resulted in a hung jury.
A small controversy was created when a group of OCAP activists walked into Ontario Finance Minister Jim Flaherty's office and staged a mock eviction, moving his furniture out onto the curb.

 Reinventing Antipoverty
OCAP newcomer Sarah Vance says that, although modeled along similar tactical procedures as welfare casework, immigration casework is a bit more difficult because OCAP is dealing with federal agencies instead of provincial or lower level, more legality and bureaucracy, and has less experience in the field of immigration than that of welfare.
OCAP often accompanies individuals to the various shelters around the city (whose numbers are dwindling) to ensure their entry, and on occasion teams of activists have vigilantly waited at shelter entrances to ensure facilities live up to their mandate to house the homeless.
Notably while no one at OCAP seems to be able to count the number of charges its actions have brought on, and the group is obviously quite adept at beating those charges, most members are very explicit about their reluctance to be arrested for the sake of being arrested.

OCAP witnesses acknowledge that they are part of a militant poor peoples' organization that came to Queen's Park on the day to demand entry and, if necessary, to try and force negotiations by means of a stand off with the authorities.
OCAP will certainly not be silenced by any result of the upcoming trial but the potential chilling effect on the whole movement and the ugly precedent being sought can't be overlooked.

OCAP works on DIY principles in which those affected by harmful policies are directly involved in making it impossible for those policies to be implemented.
OCAP demanded that a delegation of poor people be allowed to address the legislature and notified the government of our intentions months in advance.
While OCAP initiated the fall campaign, put most of the resources into it and did much of the organizing work to get it going there was never a question that OCAP would direct the campaign or interfere with local actions in the manner of some groups.

 Canada: State witch-hunt of advocates for Toronto's homeless
At the behest of the Ontario Tory government, the police and courts are mounting a campaign aimed at criminalizing one of the Tories' most vocal critics—the Ontario Coalition Against Poverty (OCAP).
If OCAP cannot be put out of business, the Tories and police at least hope that by stigmatizing it as violent and lawless they can discredit it with the public and disrupt its relations with the union bureaucracy and church and community groups.
All the charges against the OCAP defendants should be dropped and a political and legal campaign mounted to prevent the courts using bail provisions to restrict anti-government activists' and organizations' rights to conduct their political work.

While most media coverage exclusively focuses on OCAP’s actions that involve arrests, 99% of their work involves day to day advocacy on behalf of the poor, such as helping them navigate through the courts, fighting evictions and stopping deportations.
For example, last year OCAP organized an occupation of an immigration office, supported by over 100 trade union activists (mostly from CUPE 3903 and the CAW Flying Squads), which stopped the deportation of a Somali woman and her 5 children, 2 of whom would be facing forced genital mutilation.

In the meantime, OCAP and medical workers have set up a series of clinics across Toronto to process forms and assist OW and ODSP recipients in applying for the supplement.

The picket, initiated by the Sudbury Coalition Against Poverty (S-CAP), was loud and effective with people chanting "Stop the War on the Poor, Raise the Rates Now!, "No Justice, No Peace," and doing radical cheers.
We know that you are familiar with the fact that poverty exploded during eight years of Tory governments in Ontario.
