The Ontario Film Review Board is an agency of the government of the Canadian province of Ontario.
The board uses the following motion picture rating system for theatrical releases in the province under the Theatres Act:
Adult Accompaniment - Film restricted to persons 14 years of age or older or to persons younger than 14 years of age who are accompanied by an adult.

 OFRB Creates New Category
A new category is being added to the Ontario system of classifying films, the first change in the system in 15 years.
The Ontario Film Review Board plans to split the Adult Accompaniment category into two parts: 14A, which means children under the age of 14 must be accompanied by an adult, and 18A, which means those younger than 18 must see it with an adult.
Ontario's current system of film classification, developed in the 1980s, now has four categories: Family (appropriate for viewing by a person of any age), Parental Guidance (parents should exercise discretion in permitting a child to view the film), Adult Accompaniment and Restricted (film restricted to persons 18 years of age or older).

Film distribution and exhibition are set to change in Ontario following a court ruling that has stripped the province of its power to ban movies.
On April 30, the Ontario Superior Court struck down the provincial Theatres Act, ruling that the censorial powers it granted to the Ontario Film Review Board and to the Ministry of Consumer and Business Services violated freedom of expression under the Charter of Rights and Freedoms.
All films must be screened by the OFRB before they may enter the province, a process known as prior restraint, but enforcing the system is handled by Consumer and Business Services.

 Ontario Limits Film Board's Powers - Hollywood North Report
According to the Canadian Press, the Ontario Film Review Board will no longer have the power to arbitrarily censor films under new legislation introduced Thursday in response to a court ruling earlier this year.
In April, the Ontario Superior Court ruled the board didn't have the constitutional right to ban films unless they're deemed obscene, and it struck down Ontario's movie rating system.
The case centred on movies distributed by Glad Day Bookstore, which was convicted along with its owner in 2002 of distributing a gay porn film that hadn't been approved by the review board.

Fat Girl, a film banned last year by the Ontario Film Review Board because of a lengthy sex scene between a 15-year-old girl and an adult man, was approved for release on 3 January in a decision that the censors presented as signalling its newly progressive policies.
The film tells the story of the sexual awakening of two sisters while on vacation in Italy and went on to be released in five Canadian states without challenge.
However, in Ontario, policy guidelines stated that scenes in which characters under 18 appear "nude or partially nude in a sexually suggestive context" were unacceptable, and the board banned the film in 2002.

Fat Girl is a French 2001 film directed by Catherine Breillat staring Roxane Mesquida.
The film was banned in Ontario by the Ontario Film Review Board in the fall of 2001 because the board objected to the film's representation of teenage sexuality.
This ban was eventually overturned and the film played in several theatres in 2003.

The Ontario Film Review Board banned this history of U.S. marijuana laws because it contains 20 seconds of archival footage showing rhesus monkeys and chimpanzees smoking dope in a lab experiment.
Apparently this violates the Ontario Theatres Act, which forbids abuse of an animal in making a film, although the board showed no concern about mice falling off a table or fish swimming sideways in the same sequence (at least the simians seem to be enjoying themselves).
A better example of animal abuse might be compelling a filmmaker to submit his work to censors or incarcerating untold thousands of kids for having harmless fun while hypocritical state agents and presidents show an almost total lack of interest in the truth or falsity of their own antidrug propaganda.

Earlier this week Ontario Attorney-General Michael Bryant made the historic announcement that his government would not appeal the landmark April 30 judgment by former Superior Court Justice Russell Juriansz declaring unconstitutional the requirement that all films and videos have to receive review-board approval before being shown in the province.
At the same time, the film review board could arbitrarily decide that movies shown at film festivals and art galleries didn't require prescreening because audiences there were deemed somehow to be "more sophisticated" than the general public.
The judge further noted that the guidelines used to judge films by the review board neither have statutory authority in Ontario's Theatres Act nor are approved or reviewed by the provincial government.

The Review Board was sued by the Glad Day Bookstore in 2000 after the bookstore was charged for distributing an unapproved homosexual pornographic film imported from the U.S. Normally, all films must be submitted to the Review Board for rating.
The Film Review Board still has the authority to rate films such as PG for parental guidance, or R for restricted to adults 18 years of age or older.

 Manhunt game gets R-rating
Manhunt was reclassified as R-rated, meaning that it cannot be sold in the province of Ontario to ANYONE under the age of 18.
This is the first time the film rating board has stepped in to apply an R rating on a video game.
