The shield of arms is divided into three horizontal fields: the first bearing three fleurs-de-lis on a blue background; the second a gold lion on a red background; and the third, three green maple leaves on a gold background.
In the four quadrants between the arms of the cross are alternating crowned gold lions and white unicorns, chosen from the supporters of the British Royal Arms borne since 1603.

The arms of Canada show a royal helmet, which is a barred helm of gold looking outward and draped in a mantle of white and red which are the official colours of Canada.
On top of the "achievement of the arms of Canada" is the imperial crown which is indicative of the presence of a monarch as Canada's Head of State.
In 1957, when Canada's arms were slightly modified to produce a cleaner more contemporary design, the Government replaced the original Tudor crown of the 1921 design by a crown that would represent not just one of the royal families of English monarchs, but centuries of kings and queens of England.

If the Order of Ontario is so established, the arms of the Queen in right of Ontario could be surrounded by a motto-circlet of the order - which, since it has no motto of its own as far as I can discern, for now simply says "Ontario".

I think that this is not specifically covered in Dean's 'Chronology of the Canadian Blue and Red Ensigns', but is more or less assumed to have occurred.
This was fascinating reading of the political evolution of the Canadian arms and flag, and I want to thank the person (Dean?) who passed it along.
Gresham Carr's Flags of the World, 1961, says "The Blue Ensign is charged with the shield in the fly." and "however, the aforesaid Blue Ensign is worn 'as a Jack' for distinguishing purposes when at anchor, or under way and dressed with masthead flags.".
