 Ontario provincial highway 406 - Definition, explanation
Highway 406 is one of three 400-series highways with non-freeway sections, the others being 400 (which will be eliminated by 2007) and 420.
South of Beaverdams Road, Highway 406 is a conventional two-lane highway with at-grade intersections, however, widening and conversion to a full freeway is planned to commence in the summer of 2006.
This section of Highway 406, however, is one of three 400-series highway sections that is not a freeway (this section is a two-lane conventional highway).

The biggest advantage that Ontario has in drawing and keeping those headquarters isn't anything that they've done themselves though, it is simply proximity to the north-east corner of the United States.
If Ontario settlement agencies got the same per capita amount as the Quebec government receives then Ontario agencies would receive $330 million more per year based on recent immigration levels (or any immigration levels; "recent" as in the last 25 years, not last month).
