As common knowledge held that Bareil was Opaka's hand-picked successor, his election seemed inevitable, but a scandal involving the Kendra Valley Massacre led him to drop out of the race.
The only characters to have the title were Opaka and Winn, and while the former went into isolation during the Cardassian Occupation, the latter (as mentioned above) took the opposite direction and used her role to gain an increasing level of power.

Opaka's loss is probably not going to be taken lightly by Bajor, and the combination of this plus the revelation about the orbs in "Emissary" may lead to a major spiritual crisis there.
The lines themselves aren't important -- what *is* is to note that Opaka stops her with a few words when Sisko couldn't do it with an iron fist.

The scenes with Opaka onboard DS9 are bitter-sweet on a second viewing, knowing that this is the last time she was to interact with most of the main characters.
Opaka was a very well written character, and managed to be mysterious without being too weird — a thin line many other Bajoran religious characters have struggled with at times.
There’s a clear sense of doom as Opaka prepares to leave DS9, and sure enough, as soon as they arrive in the Gamma Quadrant, the runabout crashes and Opaka is killed.

The people of Bajor are not children who have to be protected from the decisions made by their religious leaders; Bareil's decision to cover for the revered Opaka just makes me glad he isn't going to the be the next Kai, Winn or lose.
Although I was delighted to see Opaka again, I don't want the orbs to start getting used to show all sorts of implausible characters, like the holodeck on TNG.
It's time for Kira to rethink her adoration of both Bareil and Opaka; Kira revered the Kai, and since Bareil was her chosen successor, Kira loves Bareil.
