The Open University, as its name suggests, is open to anyone who wishes to attend it and study towards a bachelor's degree, without any prerequisites or screening process.
The Open University also has master's degree program for some of the areas it teaches, but those are not open to everyone and do have acceptance criteria.
The Open University, together with the other Israeli universities, has reached agreements that enable students to begin their undergraduate studies within the flexible framework of the Open University and after taking a cluster of courses, decide whether they would like to complete their degree at the Open University, or transfer to another institution.

The distance-education courses that the Open University of Israel has been offering in the states of the former Soviet Union since 1993 may not be high tech, but they are broadband -- they are taught in 280 cities from Moscow to Tashkent.
Course instructors were originally sent from Israel, but the university now has 60 local course guides, as instructors are called, and 70 administrators in various cities of the former Soviet Union.
While they do not receive course credit at their home institutions for the Open University courses, the material they learn is often useful in writing papers for other courses, she says.
